A simple law could also be reversed by a trifecta of either party. If the senate - or more specifcially the Republican Party - wasn't broken, it would go the regular way as a treaty approved by a two thirds majority in the senate. Unfortunately, the Republican Party doesn't believe in science like European center-right parties do. Germany's Bundestag ratified the accords by a large majority.

It's easier to get rid of a treaty. The president can do this alone, without the consent of senate.
