Protect the Innocence of Children Act

1. The Community Standards Act (SB 112-41) shall be amended as follows:

B. Exploitatively sexualizes children means recording, photographing, or filming an actual minor actor or model while such minor is nude or wearing only underwear; is removing clothing or dancing in an erotic or overtly sexualized manner; is simulating sexual acts or masturbation; is being touched in a sexual or otherwise inappropriate manner by another; is engaging in kissing in a manner involving the penetration of the mouth with a tongue; is engaging in phone sex or cyber sex; or is performing in a sexually exploitative child pageant.

2. It shall be unlawful for any person to give, send, broadcast, display, or otherwise share with another person, upon any federal property or leasehold, over federal electromagnetic spectrum, through the postal service, upon or over the property, facilities, utilities, vehicles, networks, or conveyances of any federally owned or regulated common carrier or internet service provider, or participate or travel in interstate or foreign commerce to produce, distribute, publish, sell transmit, finance, advertise, possess with the intent to produce, distribute, publish, sell, transmit, finance, or advertise, or make any attempt to produce, distribute, publish, sell, transmit, finance, or advertise any obscene item or item obscene to minors, if such items have not been affirmatively solicited by such other person.

3. A violation of section 2 of this act shall be classified as a felony punishable by imprisonment for no less than one (1) and no more than ten (10) years, a fine of no more than $100,000.00, and disgorgement of any profits. Any person convicted of a violation of this act shall be required to register as a sex offender an shall be ordered to attend an appropriate treatment program or obtain psychiatric or psychological counseling.

4. Any prohibited item seized pursuant to the enforcement of this law shall be subject to forfeiture.

5. This act shall take effect ten (10) days from the date of passage.

Not For Children Act

1. As used in this act, lawful obscenity means any fully or partially obscene material, obscene performance, or material or performance which is obscene as to minors, as defined by Atlasian and Regional law, where applicable, which is protected by the Atlasian Constitution.

2. It shall be unlawful for any person operating a business or website in Atlasia that expressly provides for or facilitates the matching, pairing, or communication between persons seeking romantic or sexual partners to permit any minor to register with such business or website. Verification must include the submission by any person seeking to register with the business or website of the identification or customer number of a valid government-issued ID that includes such person's age or the identification or customer number of a valid credit card or debit card that includes such person's age.

3. It shall be unlawful for any person to publish or broadcast any lawful obscenity over the internet, unless such person verifies the age of any person seeking to view or access the lawful obscenity prior to such lawful obscenity being viewable by such person. Verification must include the submission by any person seeking to view or access the lawful obscenity of the identification or customer number of a valid government-issued ID that includes such person's age or the identification or customer number of a valid credit card or debit card that includes such person's age.

4. No person verifying the age of a person pursuant to this act shall retain any record or information identifying the name of such other person beyond thirty (30) days. Any such record or information may only be shared prior to disposition with law enforcement pursuant to a valid warrant.

5. A violation of this act shall be a misdemeanor punishable by disgorgement of any profits, imprisonment for no more than 1 year, and a fine of $10,000 per violation. Any record or information collected, retained, or disclosed in violation of this act shall be subject to forfeiture and disposition.

6. A person whose privacy was unlawfully violated pursuant to this act may maintain a civil action to recover actual damages, punitive damages of up to $10,000, reasonable legal costs, and any equitable relief necessary to enforce this act.

7. This act shall take effect 90 days after the date of passage.

Religious Liberty Act

1. As used in this act:

A. Adverse action means any action taken by a governmental entity to: withhold, reduce, exclude, terminate, or otherwise deny any grant, contract, subcontract, cooperative agreement, loan, scholarship, license, registration, accreditation, employment, or other similar status from or to a person; withhold, reduce, exclude, terminate, or otherwise deny any benefit provided under a benefit program from or to a person; alter in any way the tax treatment of, cause any tax, penalty, or payment assessment against, or deny, delay, or revoke a tax exemption of a person; disallow a tax deduction for any charitable contribution made to or by a person; deny admission to, equal treatment in, or eligibility for a degree from an educational program or institution to a person; or withhold, reduce, exclude, terminate, or otherwise deny access to a property, educational institution, speech forum, or charitable fund-raising campaign from or to a person.            

B. Benefit program means any program administered or funded by a governmental entity or federal agency that provides assistance in the form of payments, grants, loans, or loan guarantees.            

C. Governmental entity includes but is not limited to any department or agency of the Atlasian government, any contractor or subcontractor of a governmental entity acting within the scope of the contract, and any airport or airport authority recieving federal funds or financing from a governmental entity.                

2. Notwithstanding any other law, a governmental entity may not take any adverse action against any person based wholly or partly on a person's belief or action in accordance with the person's sincerely held religious belief or moral conviction, including beliefs or convictions regarding abortion or marriage.

3. A person may assert an actual or threatened violation of this act as a claim or defense in a judicial or administrative proceeding and obtain: compensatory damages; injunctive relief; declaratory relief; and any other appropriate relief, including reasonable attorney's fees.

4. Notwithstanding any other law, a person may commence an action under this section and relief may be granted regardless of whether the person has sought or exhausted available administrative

Student Assistance Act

1. Any tax filer who claims at least one (1) minor as a dependent on his taxes shall, in addition to all other credits permitted by law, be entitled to claim a refundable tax credit of $2,500.00 per year for each such minor dependent who is a student lawfully enrolled in a home school program or private school, to help offset the costs of education.

2. This act shall take effect January 1, 2024.

Age of Culpability Act

1 . For purposes of any federal criminal prosecution, a minor child aged ten (10) years or older shall generally be deemed to be capable of criminal culpability for purposes of establishing the mens rea required for a conviction. The defense may rebut this presumption for any minor child aged at least ten (10) years but less than twelve (12) years. The defense may not rebut this presumption for any minor child aged at least twelve (12) years but less than eighteen (18 ) years.

2 . For purposes of any federal criminal prosecution, a minor child younger than ten (10) years shall generally be deemed to be incapable of criminal culpability for purposes of establishing the mens rea required for a conviction. The prosecution may rebut this presumption for any minor child aged older than eight (8 ) years but less than ten (10) years.

3 . Nothing in this act shall limit any civil lawsuit arising from the otherwise criminal conduct of a minor child. In any such civil lawsuit, the parents or guardians of the minor child shall be jointly and severally liable for any damages awarded due to the otherwise criminal conduct of their minor child.

4 . This act shall take effect thirty (30) days after the date of passage.

Suicide Robot Ban Act

1 . As used in this act:

A. Suicide robot means any artificial intelligence that is installed, programmed, or otherwise occupies a physical automaton, weapon, device, or other object, whether coin-operated or not, that is designed or intended to kill or cause the death of any human being in manner prohibited by federal law, including but not limited to the Pro-Life Act (S112-12/2022) and the End To Medical Termination Act (S117-47/2023).

2 . It shall be a felony punishable by imprisonment for no less than three (3) years and no more than twenty (20) years and a fine of no less than $10,000.00 and no more than $250,000.00 for any person in Atlasia to knowingly import, sell, rent, or transfer, advertise for sale, rental, or transfer, manufacture for sale, rental, or transfer, transport for the purpose of selling, renting, or transferring, or finance the sale, rental, or transfer, of any suicide robot. For purposes of this act, uploading or transmitting a program or code that enables a device to download the artificial intelligence to program a suicide robot or a 3D printer to manufacture a suicide robot, or the components thereof constitutes a transfer in violation of this provision.

3 . This act shall take effect immediately.

Persuant to Senate Rule, Article I, Section 4, I initiate a Motion of No Confidence against acting PPT LouisvilleThunder for the following reasons:

1. For improper conduct as Deputy PPT. During SB-117-18: Stop the Harassment Act, LouisvilleThunder acting contrary to the Senate rules, attempted to illegally count an amendment vote that was at least 9 hours late to influence the result to his desired outcome (turning a defeat of the amendment into a tie). As Deputy PPT he had to be overruled, and cannot be trusted to act as an impartial PPT.

2. For displaying partisan hubris unbecoming of a PPT.

3. For not resigning his position as acting PPT in order to restore Wulfric to the positon of PPT, when Wulfric only lost the position and he only gained it due to two seperate technicalities.

Should this motion be successful, I intend to nominate Wulfric as PPT.

3. A violation of this act shall be classified as a felony punishable by imprisonment for no less than one (1) and no more than ten (10) years, a fine of no more than $100,000.00, and disgorgement of any profits. Discouraging Animal Abuse Act

1. As used in this act "Bestiality device" means any sexually explicit sculpture, toy, or other object that is designed or sculpted to appear as the genitalia or sex organs of a non-human animal, including but not limited to a fictitious, mythical, or anthropomorphized animal. This shall not include any equipment utilized in veterinary science or animal husbandry or breeding.

2. It shall be unlawful for any person to, upon any federal property or leasehold, over federal electromagnetic spectrum, through the postal service, upon or over the property, facilities, utilities, vehicles, networks, or conveyances of any federally owned or regulated common carrier or internet service provider, or participate or travel in interstate or foreign commerce to manufacture, import, transport, sell, finance, produce, publish, distribute, advertise, or possess with intent to manufacture, transport, sell, finance, produce, publish, distribute, or advertise any bestiality device or any obscene item depicting or purporting to depict a person using a bestiality device.
  
3. A violation of this act shall be classified as a felony punishable by imprisonment for no less than one (1) and no more than ten (10) years, a fine of no more than $100,000.00, and disgorgement of any profits. Any person convicted of a subsequent violation of this act shall be required to register as a sex offender and as an animal abuser and shall be ordered to attend an appropriate treatment program or obtain psychiatric or psychological counseling.

4. Any person convicted of a crime requiring registration as an animal abuser or as a sex offender shall be prohibited from owning or possesing a bestiality device.

5. Any prohibited item seized pursuant to the enforcement of this law shall be subject to forfeiture. Any bestiality device discovered in the ownership or possession of a person who is prohibited from so owning or possessing shall be subject to immediate seizure and forfeiture.

6. This act shall take effect ten (10) days from the date of passage.
