Be it enacted by the Senate of the Republic of Atlasia assembled

Section 1. Title

1. This act may be cited as the Lincoln Freedom Act


Section 2. Definitions

I. Immediately upon enactment, the Fifth Constitution of Atlasia shall be suspended until further notice.

II. Upon enactment of this bill, the Lincoln General Court is disbanded.

III. Effective immediately, the region of Lincoln is dissolved and reorganized into the People’s Republic of Lincoln, which shall be recognized as an independent nation by the Republic of Atlasia.

IV. Upon the establishment of the People’s Republic of Lincoln, the suspension of the Constitution shall be terminated.

Section 3. Sense of the Senate


I. It is the sense of the Senate of the Republic of Atlasia that we, as a body, fully and unequivocally endorse the aims and provisions of LGC 3.3

II. It is the sense of the Senate of the Republic of Atlasia that we, as a body, fully and unequivocally endorse the aims and provisions of LGC 3.4

I am invoking Article 2, Section 2 for this as well. This can be challenged within 96 hours if one-third of the Senate (six senators) vote to bring it to the floor, but otherwise I will not bring any legislation to the floor that dissolves the union or the game itself.

I challenge the ruling of the PPT, and motion for a vote.

1. The manner of election for at-large Senators shall be as follows:

iv. The Game Moderator shall have the responsibility of determining possible vacancies, in the case of a vacancy, a by-election shall be held nationally by the method of closed lists, this election shall be conducted otherwise in the same manner as general elections prescribed above.

2. The manner of election for regional Senators shall be as follows:

i. Each region shall elect a Senator for a term of four months by popular election of the region’s residents administered by the regional government in a manner prescribed by the legislature thereof. Regional Senate elections shall be held in the months of February, June, and October.
ii. Regional Senate vacancies occurring more than thirty days prior to the end of the term shall be filled by special election of the region’s residents administered by the regional government within twenty days of the vacancy.
iii. Regional Senate vacancies occurring within thirty days of the end of the term, as well as the interim between a vacancy and a prescribed special election, may be filled in accordance with the laws of the region in question; should no such law exist then the region’s executive shall have the power to make such an appointment.

3. The manner of election for subregional Senators shall be as follows:
i. Each subregion shall elect a Senator for a term of four months by popular election of the subregion’s residents administered by its constituent regional government in a manner prescribed by the legislature thereof. Subegional Senate elections shall be held in the months of April, August, and December.
ii. Subregional Senate vacancies occurring more than thirty days prior to the end of the term shall be filled by a special election of the subregion’s residents administered by its constituent regional government within twenty days of the vacancy.
iii. Subregional Senate vacancies occurring within thirty days of the end of the term shall be filled by the subregional Senator elected for the following term immediately upon conclusion of their election.



2. Elections for President shall be held in the months of February, June, and October, in accordance with the measures prescribed by the Senate of the Republic of Atlasia. Each candidate for President shall run jointly with a candidate for Vice President, with whom their name shall appear jointly on the ballot. A vote for a candidate for President shall be considered a vote for the candidate for Vice President whose name appears on the ballot with the presidential candidate, and accordingly the candidate for Vice President whose name appears on the ballot with the successful candidate for President shall be elected. Following the election, the leaders of the parties shall nominate a leader for president backed by a majority of the Senate, once a president is nominated, the president must nominate a leader of one of the parties in the coalition as vice president. Neither the President nor Vice President shall have any vote in the legislature, except for the Vice President in the case of breaking ties. The President also may not be removed by the Senate until the next general election, even if a majority of the Senate no longer wishes to support his government.

3. In the event that two candidates for President tie in the popular vote at the conclusion of a special presidential runoff election, the candidates shall be elected Co-Presidents, with each Presidential and Vice Presidential candidate serving two months of a single four-month term. Should the candidates be unable to agree on which of them becomes President first, the candidate who has been registered longest as a citizen of Atlasia shall serve with their Vice President for the first two months, followed by the newest registered candidate and their respective Vice President for the latter two months.

4. No person shall be President or Vice President who has not attained 500 or more posts, nor whose account is not at least 4,320 hours old, nor is not a citizen of the Republic of Atlasia.

Climate Preparedness Act of 2021
To mitigate the effects of climate change while enhancing national preparedness for exigencies

Section 1. Purpose and Background

a) Unsustainable global greenhouse gas emissions levels continue to challenge the nation's residents, wildlife, and natural resources.

b) Rising average temperatures, shrinking mountain snowpack, warmer storms, higher sea levels, and more extreme and prevalent natural disasters, including, but not limited to, floods, landslides, and wildfires increasingly threaten the safety, health, financial well-being, and housing stability of the people of Atlasia.

c) Continued investments to protect and enhance the nation's natural and built resources and infrastructure is necessary to mitigate the impacts of climate change.

d) Meeting the community and climate needs requires a commitment to integrating climate strategies in the national economy, infrastructure, public services, and workforce sectors.

e) The nation's existing employment needs have been intensified because of the declared state of emergency and the recession due to the novel coronavirus, known as COVID-19.

f) Achieving the nation's climate goals requires the development of an expanded and skilled workforce and clear and meaningful opportunities for the people of Atlasia to receive the education, training, and certifications necessary to enter into growing natural resources and climate careers.

g) Parallel and intentional investments in climate projects and workforce development are effective and efficient strategies to protect the state from the impacts of climate change and offer sustainable economic relief within the job market to the people of Atlasia.

Section 2. Establishment

1) Each entity shall establish an independent a grant program according to the entity's respective governing statutes and strategic plans or work plans adopted by the entity. The grant programs shall fund climate mitigation, adaptation, or resilience, natural disaster, and other climate emergency projects that accomplish both of the following:

a) Reduce the risks of, or mitigate, climate change impacts on vulnerable communities, fish and wildlife, or natural, cultural, historical, or tribal resources; or mitigate, prepare for, respond to, or support recovery from natural disasters or other climate emergencies.

b) Provide comprehensive workforce development opportunities, including education, training, certifications, or placement services for jobs and careers in the natural, cultural, historical, or tribal resources fields.

c) Before awarding a grant pursuant to this section, an entity shall develop and adopt guidelines for its independent grant program according to all of the following:

2) At a minimum, the entity's adopted guidelines shall include, as criteria to qualify for a grant, all of the following:

a) Require climate mitigation, adaptation, or resilience projects that reduce the risks of or mitigate climate change impacts on vulnerable communities, fish and wildlife, or natural, cultural, historical, or tribal resources; or that mitigate, prepare for, respond to, or support recovery from natural disasters or other climate emergencies.

b) Require projects that provide comprehensive workforce development opportunities that support education, training, certifications, or career pathways that prepare individuals to enter into the natural, cultural, historical, or tribal resources fields.

c) Define eligible applicants to include, but not be limited to, all of the following:

i. Nonprofit organizations and community-based organizations.

ii. Certification programs or workforce training organizations, including, but not limited to, certification programs and workforce training organizations associated with trade schools or institutions.

iii. Vocational rehabilitation programs.

4. that Taiwan and its people are seriously endangered due to the escalation of military threats by the Chinese government, and that China's actions continue to destabilize the region as a result;

SECTION III.

Therefore, be it resolved:

1. that the Republic of Atlasia:
   a. Continues to work against all attempts to subvert democratic values and self-determination,
   b. Reaffirms its full commitment to ensuring the safety and security of the people of Taiwan,
   c. Formally condemns China's actions as detailed in Section II,
   d. Recommends that China cease its belligerence toward Taiwan immediately, and
   e. Stresses its commitment to peace first and foremost and its current readiness to employ diplomatic channels toward a resolution of this conflict;

2. that the Senate of the Republic of Atlasia recommends swift prioritization of diplomatic measures toward this goal by the President, the Secretary of State, and the National Security Council.

1. This act may be cited as the School Improvement and Jobs Act.

Section II. Purpose
1. It is the purpose of this title to provide for the creation of construction jobs for the purpose of modernizing, renovating, or repairing public school facilities; and maintenance jobs for the purpose of maintaining and improving public school facilities.

Section III. Allowable use of funds

1. A local educational agency receiving a grant under this subtitle shall use the grant for modernization, renovation, or repair of public school facilities (including early learning facilities and charter schools, as appropriate), including—

 A.) Repair, replacement, or installation of roofs, including extensive, intensive or semi-intensive green roofs, electrical wiring, water supply and plumbing systems, sewage systems, storm water runoff systems, lighting systems, building envelope, windows, ceilings, flooring, or doors, including security doors;

 B.) Repair, replacement, or installation of heating, ventilation, or air conditioning systems, including insulation, and conducting indoor air quality assessments;

 C.) Compliance with fire, health, seismic, and safety codes, including professional installation of fire and life safety alarms, and modernizations, renovations, and repairs that ensure that schools are prepared for emergencies, such as improving building infrastructure to accommodate security measures and installing or upgrading technology to ensure that schools are able to respond to emergencies such as acts of terrorism, campus violence, and natural disasters;

 D.) Modernization, renovation, or repair of science and engineering laboratories, libraries, and career and technical education facilities, and improvements to building infrastructure to accommodate bicycle and pedestrian access;

Section IV. Use of Atlasian iron, steel, and manufactured goods

1. None of the funds appropriated or otherwise made available by this title may be used for a project for the modernization, renovation, repair, maintenance, or construction of a public school facility unless all of the iron, steel, and manufactured goods used in the project are produced in the Republic of Atlasia.

Section V. Availability of Funds

1. There are authorized to be appropriated, and there are appropriated, for each of fiscal years 2022 and 2023, $55,000,000,000.

Thrusting More ATlasians Into Homeownership Act (TMTH Act)

Section 1 - Eligibility
1. Any individual in Atlasia may open an account with a financial institution and designate the account as a first-time home buyer savings account.
2. This account shall be used to cover eligible expenses for the purchase or construction of a primary residence located within Atlasia.
3. The designated beneficiary must be a first-time homeowner who has not been the primary owner of a residence previously.

Section 2 - Tax Benefit
1. The following limits shall apply:
a. The maximum contribution to an account in any tax year shall be $3,000 for an individual and $6,000 for a married couple filing a joint return.
b. the maximum amount of all contributions into an account in all tax years shall be $24,000 for an individual and $48,000 for a married couple filing a joint return.
c. the maximum total amount in an account shall be $50,000.
2. Individuals or married couples may claim a tax deduction for the total amount each year. The money may remain in the account for an unlimited duration.
3. Should the individual choose not to apply the funds of this account towards the purchase or construction of a home, the current income tax rate shall be applied to the account and a 10% penalty.

Section 3 - Implementation
1. The act shall go into effect beginning with the 2023 fiscal year.

Whereas, the Congress of the Republic has been assembled to condemn the ongoing crises in Atlasia and do hereby establish:

1. a panel of the duly elected federal lawmakers in Lincoln to investigate the origins of secession in Lincoln; one of which shall include a civilian

2. to encourage the expulsion of and arrest of those responsible for instigation of this crisis in Lincoln and perpetuation of secessionist ideals

3. To convene a panel of 4 Congressional lawmakers from each region in working with the regional executives and legislature of Fremont, Lincoln, and the South. This is also obviously unconstitutional, you cannot arrest someone for promoting "secessionist ideals." Fortunately, the Bill of Rights is still in effect!

I sincerely urge our PPT to block this drivel from the floor.

Seconding this request, as a Lincolnite, this legislation is an attack on some of my constituents, as well as my regional legislators, and I cannot stand for that.

Since two senators, a member of our National Security Council, and our Attorney General have expressed valid objections to the bill proposed by Senator Spark, I'm invoking ArtII.S2.

This doesn't solve anything and I wish people would just calm the hell down and move on from this dumb episode.

Hubert H. Humphrey Helping Hand to the Homeless Act

An act in the CONGRESS of the REPUBLIC of ATLASIA

Section 1. Purpose and Background

a. WHEREAS, Runaway and homeless youth flee conflict, abuse, neglect, or, increasingly, poverty in their homes. They have become disconnected from educational systems and the workforce and do not have the skills and financial resources to live on their own. The factors impacting youth homelessness are complex and differ from those impacting other homeless populations;

b. WHEREAS, Runaway and homeless youth who live on the street are victims of physical abuse, sexual exploitation, human trafficking, and crime in untold numbers. An estimated 300,000 youth are either victims or at risk of becoming victims of commercial and sexual exploitation each year, of which 60 percent of these victimized children are homeless; and

c. WHEREAS, Homeless youth tend to have started using drugs at a younger age, often before 15 years of age. Early drug use and abuse are predictive of serious adult addiction problems and long-term homelessness;

d. WHEREAS, Youth who "age out" of the foster care system are at an increased risk of homelessness, and represent an estimated 20 percent of the 20,000 youth who leave foster care and are currently homeless; and

e. WHEREAS, These youth are on the street because they feel there are no other options open to them; and

f. WHEREAS, Providing safe, stable, and permanent housing for runaway and homeless youth is a family, community, state, and national priority, and homeless youth are considered one of the unique populations in the homeless community.

e. WHEREAS, The future well-being of our state depends on the value we place on our youth and, in particular, on our actions to provide the most vulnerable young people in the state with opportunities to acquire the knowledge, skills, and abilities they need to find and maintain stable housing and to develop into healthy and productive adults;

f. WHEREAS, The COVID-19 pandemic is being felt by youth through high unemployment rates and increased demand for youth-centered care and mental health services, technology, and access to hygiene, food, shelter, and safety;

g. WHEREAS, The number of effective programs providing services and support to runaway and homeless youth must be increased

Section 2. Program establishment

a. The Congress of the Republic of Atlasia hereby establishes grants to provide nonprofit centers across the three regions in assisting homeless citizens
b. The grant amount shall be no less than $10,000,000 to community centers dedicated to fighting poverty striken communities

To impose a tax on certain trading transactions



Be it enacted by the Senate of the Republic of Atlasia assembled

Section I. Title

1. This act may be cited as the Financial Transaction Tax Act.

Section II. Purpose

1. To impose a tax on trading transactions to invest in our country, to expand opportunities for our people, and to reduce market volatility.


Section III. Tax on Trading transactions

A.) There is hereby imposed a tax on the transfer of ownership in each covered transaction with respect to any security.

 B.) Rate of Tax - The tax imposed under subsection (A) with respect to any covered transaction shall be the applicable percentage of the specified base amount with respect to such covered transaction. The applicable percentage shall be—


   (1) 0.5 percent in the case of any share of stock in a corporation or any partnership or beneficial ownership interest in a partnership or trust.

   (2) 0.10 percent in the case of any note, bond, debenture, or other evidence of indebtedness, other than a State or local bond the interest of which is excluded from gross income.

   (3) 0.005 percent in the case of any evidence of an interest in, or a derivative financial instrument, any derivative financial instrument with respect to any currency or commodity including notional principal contracts, and any other derivative financial instrument any payment with respect to which is calculated by reference to any specified index.

Section IV. Exemptions

The provisions of this act shall not apply to individuals who’s income for the taxable year is $60,000 or less.

Section IV. Effective Date

The provisions of this act shall apply to taxable years beginning after December 31, 2021.
