Section I: Title

This Act shall be cited as the "Spring Break Ain't Just For Flowers" Act

Section II: Findings

The Senate of the Republic of Atlasia finds the following:

(1) Spring Break stands as an integral phase in the academic calendar, designed to offer students a crucial break from the continuous cycle of studies, ensuring mental rejuvenation and physical relaxation.

(2) The importance of such breaks isn’t merely physical. Spring Break fosters a sense of community among students, allows them to cultivate diverse cultural and social experiences, and assists in the overall development of a well-rounded individual.

(3) Not only do students deserve this break for their mental and physical well-being, but they should also be entitled to the freedom to decide how they wish to spend it. Restricting such freedoms can inadvertently stifle the holistic growth that Spring Break promotes.

(4) While the importance of autonomy is paramount, it's equally essential to ensure the safety and well-being of younger students. It's vital to strike a balance that respects the students' choices while keeping age-appropriate checks in place.

Section III: Codification as a Human Right

1. Every student studying in the republic of Atlasia shall have the inalienable human right to Spring Break. This right is rooted in recognizing the importance of mental rejuvenation, physical relaxation, cultural exploration, and community building for the overall well-being of the individual.

2. No educational institution, public or private, within the jurisdiction of the Republic of Atlasia, shall deny or restrict a student's access to Spring Break or penalize students for their participation.

3. While affirming this right, provisions related to safety, especially concerning students below the age of 18, shall be duly considered and integrated into institutional policies. These measures shall not infringe on the core right to Spring Break but aim to ensure its safe and fulfilling experience.

4. Educational institutions are encouraged to respect and promote student autonomy in deciding the nature of their Spring Break activities, ensuring that the spirit and intent of this right are genuinely realized.

Section IV: Spring Break Grants

1. The Senate of the Republic of Atlasia hereby establishes the "Spring Break Empowerment Grant" to enhance the spring break experience for its student citizens, with an annual allocation of $20 billion dedicated exclusively for this purpose.

2. A significant portion of the allocated funds shall be directed to airline services, assisting them in managing the increased spring break traffic and enabling them to offer more affordable air travel options for students during the period.

3. To ensure the sustainability and continuity of the Spring Break Empowerment Grant, commerce taxes will undergo a 5% increase during the spring break season, leveraging the boost in tourism and commerce. This increment in revenue will be reinvested into the grant for future years.

Section V: Enactment

This act shall take effect immediately upon approval

b. Remove and replace any references to gendered pronouns such as "he" or constructions like "s/he", "he or she", and similar variants in favor of the singular "they" to ensure clarity, uniformity, and respect.

c. Encourage the revision of existing documents, where feasible and relevant, to reflect this amendment, underlining the Republic of Atlasia's dedication to recognizing and valuing the diverse identities of its populace.

Section II: Enactment

This Act will immediately be in effect upon passage

Air is a Commodity

Section I: Title

This legislation shall be known as the "Air is a Commodity Act."

Section II: Findings

The Senate of the Republic of Atlasia makes the following findings:

(1) The airspace above the Republic of Atlasia is a limited and valuable resource, intrinsic to the sovereignty and integrity of the nation.

(2) Excessive use of airspace, especially by commercial airlines, drones, and other flying entities, poses environmental challenges due to increased emissions and other ecological disturbances.

(3) Unregulated and unchecked use of airspace may lead to it becoming a cheaper and more accessible medium of travel than ground-based transportation, thereby further exacerbating environmental concerns.

(4) It is in the interest of environmental sustainability, balanced economic development, and national security to regulate and monitor the use of Atlasia's airspace.

Section III: Airspace Use Tax

1. An "Airspace Use Tax" is hereby introduced, applicable to commercial airlines, drones, and other flying entities operating within the airspace of the Republic of Atlasia.

2. The rate of tax shall be determined
a. The type and size of the aircraft, drone and other flying entity.
b. The altitude and duration of flight within Atlasia's airspace.
c. The environmental footprint of the aircraft, with higher taxes for entities with greater emissions.

3. A standard tax rate of 5% of the operational cost shall be applied to commercial airliners and cargo planes

4. A flat annual fee of $100, plus an additional charge of $5 per hour shall be levied on drones for commercial use.

Section IV: Penalties

1. Entities deliberately not reporting flights or misreporting flight details to avoid tax payments shall be violated with a fine double that of the evaded tax amounts as well as the evaded tax amount on top of it.

2. Entities wrongly classifying the aircraft type on purpose to avoid tax payments shall be violated with a fine double that of the evaded tax amounts as well as the evaded tax amount on top of it.

3. Entities deliberately falsifying aircraft's emissions or fuel efficiency levels to avoid tax payments shall be violated with a fine double that of the evaded tax amounts as well as the evaded tax amount on top of it.

4. Failure to pay the tax amount shall result in an interest rate of 1% each week on the owed amount, calculated from the due date until the date of payment.

5. Aircrafts taking unapproved or restricted routes in an attempt to avoid detection and subsequently, taxation and entities operating aircraft in Atlasia's airspace without the necessary permits or licenses shall additionally be subject to a $50.000 and an imprisonment of no less than five years.

Section V: Enforcement

1. Air traffic control centers shall be equipped with advanced radar and surveillance systems to monitor all aircraft within the Republic of Atlasia's airspace. A budget of $500 million will be made available for the estimated cost.

2. Entities shall be required to report flight details, emissions data, and other relevant information to the FAA and EPA.

3. The FAA shall establish the AUTFD, responsible for auditing entities to verify the accuracy of reported data related to flight details and emissions for the purpose of the Airspace Use Tax.
This division shall coordinate with the Environmental Protection Agency (EPA) for emissions verification and with the Internal Revenue Service (IRS) for financial accuracy.

4. An automated billing system will be integrated into the digital platform of the FAA to issue invoices based on reported flight data.

Section VI: Enactment

This act shall take effect on 1 january 2024 to give authorities and entities the time to prepare for the upcoming changes.

 42 Code § 3604 (otherwise known as the Fair Housing Act), is amended as follows:

   (a) In Section 804, add the words “political affiliation” to Clauses A-E, respectively;

   (b) In Section 805, add the words “political affiliation” to Clause A and Clause C, respectively; and

   (c) In Section 806, add the words “political affiliation”.



III. EFFECTIVE DATE

 This Act shall go into effect upon lawful passage.

ii. Additionally, the individual or entity shall be fined no less than $100,000.

III. EFFECTIVE DATE

This Act shall go into effect upon lawful passage.

1.  This Act may be cited as the “Countering Harmful Agency Operations and Surveillance Act", or the "CHAOS Act”.

SECTION 2.

1. The National Security Agency shall be terminated effective December 31, 2024.
2. The Central Intelligence Agency shall be terminated effective December 31, 2024.
3. The Defense Intelligence Agency shall be terminated effective December 31, 2024.
4. The Sub-Department of Homeland Security shall be terminated effective December 31, 2024, with review of the necessity of its respective agencies.
5. The Federal Bureau of Investigation shall be terminated effective December 31, 2024.
6. The Drug Enforcement Administration shall be terminated effective December 31, 2024.
7. The Bureau of Alcohol, Tobacco, Firearms, and Explosives shall be terminated effective December 31, 2024.
8. The Bureau of Intelligence and Research shall be terminated effective December 31, 2024.
9. The Office of the Director of National Intelligence shall be terminated effective December 31, 2024.

SECTION 3.

1. The President shall appoint a "Custodian of National Intelligence" to oversee the dismantling of the intelligence community, declassification of records, and provide a smooth transition.
2. The Custodian shall be in charge of the Temporary Bureau for Intelligence and retain no more than 10,000 employees, to continue only the most vital operations of the abolished agencies.

SECTION 4.

1. All records originating from these terminated organizations shall be declassified twenty years after creation, beginning January 1, 2025, for all files from 2004 and before. On January 1, 2026, all files from 2005 will be declassified, and so forth.
2. Should any legitimate objection be established to declassifying a particular file, the Custodian of National Intelligence may suppress release of said file with the approval of the President.
a. For the purposes of this bill, a "legitimate objection" shall consist of the reasonable belief that a living person's life may be in danger due to release of said records.

A. Every business that outsources must guarantee that every current employee who is not on a performance improvement plan or otherwise at risk of termination for cause is guaranteed their current position at the new location as well as reimbursing employees for relocation fees including any housing costs.
B. Every business which decides to outsource out of state must give their employees at least 3 months notice.
C. Every business which decides to outsource out of the country must give their employees at least 12 months notice, as well as provide fees for citizenship prep including citizenship classes, passports, and work visas.
Section D. Implementation:
This bill will take place effective immediately

1.  This Act may be cited as the “Act of Solidarity with Palestine”.

SECTION 2. RESOLUTIONS

1. The Republic of Atlasia recognizes the right of the people of Palestine, including the West Bank, Gaza Strip, all the territories of the former Mandatory Palestine, and displaced persons worldwide, to exist in peace and return to their ancestral homes.
2. The Republic of Atlasia reaffirms its support for a peaceful solution to the Israel-Palestine conflict, putting emphasis on ethnic reconciliation.
3. Atlasia disavows the Israeli policy of constructing and maintaining settlements in the West Bank and any hypothetical settlements in the Gaza Strip and demands these settlements be dismantled at the earliest possible convenience.
4. Atlasia demands the full withdrawal of all Israeli military presence from the Palestinian territories, the abolition of all checkpoints within the West Bank, the free movement of civilians within the West Bank and in between the West Bank and Gaza Strip, and an immediate end to the blockade of Gaza.
5. Atlasia demands the government of Egypt end its participation in the blockade of Gaza, allowing normal movement in between Egypt and Gaza.

SECTION 3. ENFORCEMENT
1. All foreign and military aid to Israel is hereby suspended until Israel agrees to and abides by sections 2.3 and 2.4 of this Act.
2. All foreign and military aid to Egypt is hereby suspended until Egypt agrees to and abides by section 2.5 of this Act.
3. Clauses 1, 6, and 7 of the Stand with Israel Act are overturned.
4. Any relevant sections of the Supporting Israeli Security through Rearmament, Aeronautics, and Electronic Legitimacy Act which conflict with any provisions in this Act shall be superseded by the relevant provisions of this Act.

iv. National Hostel Program

b. Review the cost-effectiveness and sustainability of the following projects.
i. Loan programs structured under the Urban Investment and Redevelopment Act.
ii. The Home Buyer Assistance Fund structured under the Home Buyer Assistance Stabilization Act.

c. Submit to the President a detailed report concerning the efficacy of all active housing programs.
i. At the discretion of the President, any federal housing assistance program described by the Subdepartment of Housing and Urban Development as underfunded or understaffed may receive an additional budget increase pursuant to the Federal Budget.

Section III: Implementation

1. This act shall take effect on March 31st, 2024.

Section A. This bill will be cited as the Parental Bill of Rights and Safety Act.
 
Section B. Parental Rights:
This bill will allow parents the following rights to their child's education, defined as children less than 17 or older in cases of profound disability.

1. Parents have complete access to the curriculum including syllabi of what will be covered in their child's class.
2. Parents have the right to speak during school board meetings without the threat of escorting or arrest as long as they do not threaten to harm school officials or cause a public nuisance.
3. Parents have the access to view their child's school budget and spending.
4. Parents without criminal records may attend their child's field trips or attend school events pending a CORI check even if they are not chaperoning.
5. Schools must notify whether or not a child is developing below grade level in either math or English by the end of third grade. If no education plan is in place, an action plan determined by the school must be in place.
6. Parents have the right to know the following without releasing the identity of the students in applicable situations:
A. If their state alters academic standards
B. The right to meet with their teacher at least once a semester or once a week if their child is failing or at risk of failing.
C. Access to the list of books available at a school's library and the ability to block their child from selecting any book determined by the parent.
D. The number of students in their child's classroom who had gotten in trouble or has been identified as a bully within the last 3 years.  Parents may request to move a child into another class who has been bullied as long as proof is presented at anytime in the schoolyear without any further questions asked.
7. School officials cannot coerce or encourage thoughts of becoming trans to students who are questioning

7. School officials may not coerce students who are questioning their gender identity into transitioning, but may support students in their own, student-initiated journeys of self discovery.

Section C. Education Rights:
1. If schools chooses to eliminate honors or gifted programs, schools must reimburse the parents of interested children for the cost of a class offered outside the school and provide transpiration or reimburse the gas and/or rideshare cost for the child to attend a technical, vocational, or private school within the county.

A. Suicide robot means any artificial intelligence that is installed, programmed, or otherwise occupies a physical automaton, weapon, device, or other object, whether coin-operated or not, that is designed or intended to kill or cause the death of any human being in manner prohibited by federal law, including but not limited to the Pro-Life Act (S112-12/2022) and the End To Medical Termination Act (S117-47/2023).

For purposes of this act, uploading or transmitting a program or code that enables a device to download the artificial intelligence to program a suicide robot or a 3D printer to manufacture a suicide robot, or the components thereof constitutes a transfer in violation of this provision.

3 . This act shall take effect immediately.
