Ugandan Sanctions Act
An Act to sanction Ugandan Assets in Atlasia

Section 1: Title and Intent
1. This act shall be known as the "Ugandan Sanctions Act".
2. The intent of this act is to formalize Atlasian disapproval of the Ugandan 2023 Anti-Homosexuality Act.

Section 2: Sanctions
1. All property and interests in property of the Government of Uganda, its instrumentalities and controlled entities, the Bank of Uganda, President Yoweri Museveni, and Mr. Asuman Basalirwa, which are or become subject to the jurisdiction of the Republic of Atlasia or which are in or come within the possession or control of persons subject to the jurisdiction of the Republic of Atlasia, are hereby blocked.
2. All aid money previously allocated and appropriated to Uganda is hereby rescinded.
3. The President is authorized to employ all powers necessary to carry out the provisions of this Act.

Section 3: Enactment
1. This Act shall take effect upon its passage.

The End to Medical Termination Act of 2023

Section A. This bill will be cited as The End to Medical Termination Act of 2023

Section B. Penalties:
1. Euthanasia in any form is not permitted within Atlasia.

2. Assisting in the death of another individual shall receive the charge of 'assisting or facilitating the death of another'.

3. Any caregiver, nurse, or doctor charged with 'assisting or facilitating the death of another will be prosecuted for murder in the first degree if it can be proven that their actions were directly responsible for the death of an individual. If convicted, they will also be stripped of their respective licenses. After they have served their time, they may reapply to their respective licensing bodies for the restoration of their licenses.

4. Any individual who does not qualify in the above categories charged with 'assisting or facilitating the death of another' shall be prosecuted for manslaughter if it can be proven that their actions were directly responsible for the death of an individual.

5. Any individual charged and convicted with the crime of 'assisting or facilitating the death of another', who's actions cannot be proven to be directly responsible for the death of an individual shall receive a jail term of no less than 5 years.  

6. If the euthanasia victim possesses a physical or mental disability, an additional charge of 10 years will be added to the sentences above.

Section C. Implimentation
This bill will pass effective immediately.

Civil Political Debate Act
An Act to Promote Civil Political Debate in the Senate

Section 1: Title and Intent
1. This act shall be known as the "Civil Political Debate Act".
2. The intent of this act is to empower the Senate President and President Pro Tempore to enforce civility in the Senate.

Section 2: Ban on Personal Attacks
1. No Senator may impugn the intent of, or ascribe motive to, a fellow Senator during debate on a bill in the Senate.
2. No Senator may comment in a personal nature on a fellow Senator during debate on a bill in the Senate.

Section 3: Enforcement
1. At any time, a Senator may ask the presiding officer of the Senate to adjudicate if a comment made by a fellow Senator violates this Act. If the presiding officer finds the comments of a Senator do violate this Act, the presiding officer shall suspend the offending Senator from all debate and voting for a 24-hour period.
2. If the presiding officer finds the comments of a Senator do not violate this Act, a Senator may call a vote to override the presiding officer. A 24-hour vote shall be held on the question after the motion is seconded and the opinion of the body shall be final.
3. If a Senator is found, either by the presiding officer or by a vote of the Senate, to have violated this act three times in a single term, the offending Senator shall be suspended from introducing legislation for the remainder of the term.

Section 4: Enactment
1. This Act shall take effect upon its passage.

2. A violation of this act shall be a felony punishable by imprisonment for no less than one (1) and no more than ten (10) years and a fine of $25,000.00.

Atlasian Steel Act

1. All steel manufacturers are brought into public ownership immediately upon passage of this act and shall be placed under the control of an Atlasian Steel Authority.

2. To complete the undertaking as outlined above, the Republic of Atlasia shall establish an Atlasian Steel Authority (hereafter ASA) which shall be comprised of all former privately-held steel companies and shall hold a legal monopoly in these sectors.

3. The purpose of the aforementioned ASA shall be the economization of operations and the modernization of production methods to raise safety and efficiency standards across the country, as well as provide steel at a low cost, prevent competitive waste, and co-ordinate research and development in those sectors.

4. The government of the ASA shall be federal and cooperative. In each region will be established a regional steel authority under a board of directors composed of representatives of labor, the consumers, security, and the environment. The number of labor directors shall be four, and the number of directors for all other constituencies shall be two. Each regional authority will elect five representatives to the national board of directors. Two of the national directors elected by each regional authority shall represent labor, and one each shall represent the consumers, security, and the environment.
 
5. The labor directors shall be chosen by a vote of the steel workers; the consumer directors by a vote of the regional legislature, the security and environment directors by the regional executive at the regional level and by the president at the federal level.

6. The term of a Board director shall be four years.

7. The President shall appoint a Chair of the ASA Board of Directors who shall have no vote unless they are equally divided. The Chair shall serve a four year term.

8. All persons owning any of the aforementioned industry brought into public ownership shall be fairly compensated for the sale of said industries to the Republic of Atlasia.

Amend Article I, Section 9 of the Constitution to read as follows:

Capital punishment may not be prescribed by a federal civilian court of law. The Death Penalty will only be offered or performed after a rigorous legal process that includes a grand jury indictment, a full jury trial, an opportunity to appeal the conviction, and a separate opportunity to appeal the sentence. The method of execution shall be limited to lethal injection, firing squad, or the guillotine. Each Region holds the sole authority to determine its stance on capital punishment within these limits.

2. The intent of this act is to promote student-housing at universities.

Section 2: Housing Requirements
1. No accredited institution of higher learning that receives public funds with a sports stadium that produces more than $1,000,000 in average annual gate receipts over the preceding five year period may be permitted to renovate existing, or construct new, athletic facilities unless:
a. The President or Chancellor of the institution attests to the Secretary of Internal Affairs that there is on-campus housing for at least 75% of the undergraduate students enrolled at the institution, or
b. The President or Chancellor of the institution attests to the Secretary of Internal Affairs that the institution has made the long-term capital appropriations to provide on-campus housing for at least 75% of the undergraduate students enrolled at the institution within the next three years.

Section 3: Sanctions
1. Any accredited institution of higher learning that receives public funds that is found to violate this Act will immediate waive any further public funding for two fiscal years.

Section 4: Enactment
1. This Act shall take effect January 1, 2024.

Section 1: Title and Intent
1. This act shall be known as the "Olivia Rodrigo Getting U Tickets Act".
2. The intent of this act is to curb excessive ticket prices on re-sale markets.

Section 2: Cap on Re-Sale Prices
1. No ticketing platform, whether digital or physical in operation, may host, post, exchange, or offer for sale second-hand tickets to any concert, sporting event, or other public event at a cost of more than 200% of the face value of the ticket at the original point of sale.

Section 3: Sanctions
1. Any ticketing platform that is found in violation of this Act will be assessed a fine of not less than 200% of the platform's average annual profits or $1,000,000, whichever is greater, for the first offense.
2. Any ticketing platform that is found in violation of this Act will be assessed a fine of not less than 500% of the platform's average annual profits or $10,000,000, whichever is greater, for the second offense.
3. Any ticketing platform that is found in violation of this Act will be taken under federal administration and closed for business for the third offense.

Section 4: Enactment
1. This Act shall take effect January 1, 2024.

1. The Cabinet member assigned the portfolio of Census Administrator shall maintain a census document listing all registered voters in Atlasia. For each voter, the census shall list:

3. The Census Administrator shall publicly update the census regularly; they are recommended to do so once per week.

4. At least ninety-six hours prior to the start of any federal election, the Census Administrator shall post a public census update indicating the registered voter roll exactly as it stood one hundred and sixty-eight hours prior to the start of the election, so that all citizens shall have access to the accurate list of voters with eligible registrations for the election.

5. Following a federal election, the Census Administrator shall, with all appropriate haste, post an update in which they clearly indicate the voters who have been automatically deregistered according to the provisions of this act, as well as update the census document to reflect these deregistrations.

6. For census purposes, a major party will be defined as having five or more registered users being part of them, minor and other parties with less than five users registering for them will be classified in "other".

Section 3: Enactment

This act will be immediately in effect.

1. The current existing Keokuk Municipal Airport will be the location for a large international airport and will be expanded to accomodate travel from inhabitants, travellers and government employees to other locations in Atlasia and important urban areas worldwide.

2. The Airport will be the base for the Presidential Airplane.

Section III: More Traffic

Construction of New Highways



1. To better facilitate travel in, from and towards the capital city, six new highways will be built, mostly from existing roads

a. The PURPLE HIGHWAY will connect Iowa City to Saint Louis Metropolitian Area and run through the new capital area, sections upgraded are route 218 from Iowa City, IA to Keokuk, IA, 136 to Alexandria, MO and 61 to Wentzville, MO, to better facilitate and accomodate travel from and towards Saint Louis.

b. The PINK HIGHWAY is an upgrade of route 136 from Alexandria, MO starting at the new intersection with the pink highway to Bethany, MO, to better facilitate and accomodate travel from and towards Kansas City

c. The BLUE HIGHWAY is an upgrade of route 163 from Des Moines, IA to Oskaloosa, IA, 63 to Ottumwa, IA and 34 to the new interway crossing in Mount Pleasant connecting it with the purple highway, to better facilitate and accomodate travel from and towards Des Moines and Omaha.

d. the YELLOW HIGHWAY is an upgrade of route 61 starting at the new interway crossing of Montrose, IA to the city of Davenport, IA to better facilitate and accomodate travel from and towards Davenport and Chicago.

5. the GREEN HIGHWAY is an upgrade of route 136 starting at the new interway crossing in Hamilton, IL to Duncan Mills, IL and route 24 to Peoria, IL to better facilitate and accomodate travel towards from and towards Chicago and Indianapolis

6. The ORANGE HIGHWAY is an upgrade of route 218 from Owatonna, MN to Waterloo, IA, to better facilitate and accomodate travel from and towards Minneapolis.

7. The routes will keep their existing categorization and numbers, but new interstate highway will receive new numbers.

8. A budget of 2 billion dollars will be assigned to aid and facilitate in the upgrade of these new highways. Excess money from the budget will be assigned to maintain, upgrade and establish roadways with a functionality to the new capital district, with the goal of preventing traffic congestion and providing a good flow of traffic.

9. A board of traffic advisors will be established to assist in advising construction and upgrading roads, highlighting bottlenecks and areas of improvement for road traffic related to the capital district and surrounding areas. They'll be required to coordinate with existing personnel related to road traffic in the South, Fremont and Lincoln.

TRAIN TRAFFIC

1. Two new train stations will be built, one near the newly constructed airport (in Keokuk), and one on the south banks of the Des Moines River north of present day location Alexandria, next to the to be upgraded route 136. The first train station will have the function of bringing people from the airport closer to downtown while the second train station will have the function of serving as a train station with good access to existing road and bus networks, and is planned to be close to the geographical district of the new capitol district and the downtown of the city.



2. Several new railways will be constructed
a. The orange line will connect Indianapolis with Saint Louis
b. The yellow line will connect Du Quoin with Saint Louis and Quincy with Saint Louis
c. The orange line will connect Fort Madison with Keokuk and Keokuk with Quincy
d. The purple line will connect Fort Madison with Mount Pleasant
e. A new line will connect Mount Pleasant with Des Moines (unshown on the map) to better facilitate and accomodate travel (mainly expected to be students) towards the new Capitol district

3. 1 billion dollars will be provided for the construction for these railways, electrified and double tracked, as well as train stations along the way. Ownership of those railways and train stations will be given to Amtrak (National Railroad Passenger Corporation).

TRAM, BUS, BOAT TRAFFIC

1. 500 million dollars will be provided for the construction of a tram service within the capitol district, applying tram lines to existing and newly to be constructed roads, determined by the board of traffic advisors

2. An online tender process will be organized for the sale of the tram line network, where bidders can submit their offers and plans. After careful review, the bidder with the best offer and plan will be selected.

3. 500 million dollars will be provided for aid in the establishment of a bus transit system in the capitol district, as well as aid in establishing inter-city bus networks and travel.

4. 500 million dollars will be provided for aid in the establishment and construction of infrastructure and facilities for ship traffic of the Mississippi River, tailored towards goods traffic, with the aim of reducing road traffic and stimulating economies of cities both up- and downstream.

5. 100 million dollars will be provided for aid in the establishment and operation of taxi driving networks and depots through the capitol district

6. 100 million dollars will be provided for constructing bicycle infrastructure throughout the capitol district.

7. 100 million dollars will be provided for signalization of those new and existing traffic lines and with the aid of existing transport network systems of being able to handle the increased supply of traffic near the capitol district and the surrounding states.

Total funding: 4.8 billion dollars

Section IV: Education

1. The University of Iowa, centered in Iowa City, will receive funding of 1 billion dollars to expand the university to better facilitate and accomdate students specifically in expanding the university to better maintain and expand on the likely increase supply of students who will wish to be enrolled in law education due to the close proximity to the capitol district, as well as aid in establishing a political professional program.

2. The Drake University Law School, centered in Des Moines, will receive funding of 500 million dollars to expand the university to better facilitate and accomdate students specifically in expanding the university to better maintain and expand on the likely increase supply of students who will wish to be enrolled in law education due to the close proximity to the capitol district, as well as aid in establishing a political professional program.

3. The Iowa State University, centered in Des Moines, will receive funding of 1 billion dollars to expand the university to better facilitate and accomodate students specifically in expanding the university to better maintain and expand on the likely increase supply of students who will wish to be enrolled in engineering education due to the close proximity to the capitol district, and the increased need for engineers to aid in the construction of the capitol.

4. The University of Missouri will receive funding of 1 billion dollars to expand their university system to better facilitate and accomodate students due to the likely increased supply of students due to the close proximity to the capitol district.

5. Six hundred million dollars will be made available to aid colleges to facilitate and accomodate students due to likely increased supply of students in Iowa, Missouri & Illinois, and will be evenly distributed to those states.

6. Five billion dollars will be made available for the establishment, construction and enrollment of universities and colleges in the capitol district

Total funding: 4.1 billion dollars

Section V: A New Presidential and Senatorial Home



1. Where the White House in Nyman will soon make the transition to become a museum, a new presidential palace will be built with the above design in the capitol district.

2. 100 million dollars in funding from already available funding will be allocated for the construction of the new White House.



3. Where the Capitol in Nyman will soon make the transition to become a museum, a new senatorial building will be built with the above design in the capitol district.

4. 100 million dollars in funding from already available funding will be allocated for the construction of the new Capitol

Section VI: Protection of Natural Locations

1. A new department of conservation, natural resources, wildlife, agriculture and fish will be established with authority within the Capitol District, responsible for the administration and maintaining of several protected areas. A budget of 50 million dollars will be provided.

2. The following locations will remain protected and will have the ownership and responsabilities transferred to the above department

3. The location of the new zoo will be next to the Presidential Garden of the newly White House and will serve as a more quiet and tranquil place. The location of both the White House, Capitol and Zoo will be within the Purple Quadrant outlined in the map above, with roads connecting it to existing and newly built infrastructure (airport to north, downtown, highways and train stations to the east)

4. The National Stadium as outlined in (SB 117-30: The National Stadium Act - Passed) and the law itself will apply to this new city of Nyman and be built in the New Capitol District.

Section VIII: Enactment and Total Funding

1. This act will take effect immediately if the SB 117-41 Constructing a new Capitol District is signed into law.

2. If SB 117-41 Constructing a new Capitol District fails to pass, and this act has succesfully passed, this act will be void.

3. Total funding this bill requires for passing is 9.45 billion dollars
