Section 2: Definitions

1. "Debarking" is a surgical procedure performed on dogs whereby tissue is removed from a dog's vocal cords for the purpose of making a dog's bark less loud.

2. When performed on dogs, the ventriculocordectomy and vocal cordectomy procedures shall be considered "debarking" for purposes of this statute.

Section 3: In General

1. No person, licensed professional or otherwise, operating in interstate commerce shall perform a "debarking" procedure by any means on a dog in Atlasia, except when deemed to be medically necessary by a licensed veterinarian.

2. For the purposes of this act, the term "medically necessary" means the necessity to address the medical condition of the animal, such as an existing or recurring illness, infection, disease, injury, or abnormal condition in the dog's vocal cords that compromises the animal's health, when non-surgical interventions have failed.

3. "Debarking" procedures must be performed under anesthesia.

4. It shall be prohibited to require the debarking of Dogs as a condition of real estate occupancy.

5. Violation of this statute shall result in a $15,000 fine for each violation.

Section 4: When Effective

1. This act shall take effect thirty (30) days after passage.

Ending (Corporate) Welfare As We Know It

Section 1. This bill will be cited as the Ending Corporate Welfare As We Know It Bill

Section 2. Definition(s):
Corporate Welfare: Defined as subsidizations or bailouts from the federal government to corporations.
Contraction: Defined as a decrease in economic output.
Recession: Defined as contraction for at least two quarters
Depression: Defined as 3+ years of GDP contraction as well as a contraction of at least a 10% of the total GDP.

Section 3.
A. This bill will prohibit the use of corporate welfare except for bailouts during times of economic recession or depression. Exceptions will be given to areas such as the Rust Belt or Appalachia who have struggling local economies in which case local or regional revitalization efforts may use government funds.

B. Any bailout of a failing industry must be audited by the receiving companies. CEO's/Presidents who abuse the money may face penalties including fines of no less than  $500,000 or no fewer than 5 years imprisonment.


Section 4. Implementation:
This bill will take place effective immediately

1. This Act shall be known as the "People Over Parking Act".
2. The intention of this Act is to reorient society towards people-focused infrastructure and away from car-focused planning.

Section 3: Jaywalking
1. In this section, "jaywalking" means the crossing of a motorway by a pedestrian outside of a designated crosswalk or without an illuminated crossing signal.
2. Effective December 31, 2023, no region, municipality, or any subdivision thereof may enforce any existing public ordinance that penalizes pedestrians for jaywalking.
3. Effective January 1, 2024, no region, municipality, or any subdivision thereof may enact a public ordinance that penalizes pedestrians for jaywalking.
4. This Section shall not apply to motorways, such as highways and other high speed roads, where pedestrians are not permitted to walk alongside the motorway for safety reasons.
5. This Section shall not apply to situations when police or security activity necessitates the limitation of pedestrian movement.

Section 4: Effective Date
1. This Act shall take effect upon its passage.

Preamble:

Whereas, the integrity, security, and prosperity of the Republic of Atlasia are of paramount importance; and,

Whereas, it has come to the attention of the Senate of the Republic of Atlasia that the nation of Haiti is currently under the influence and control of crime lords, posing a potential threat to Atlasia's national interests; and,

Whereas, the Republic of Atlasia values the principles of democratic governance and the will of the Haitian people;

Now, therefore, be it enacted by the Senate of the Republic of Atlasia in Congress assembled:

Section 1: Short Title

This Act may be cited as "The Haitian Ship Traffic and Trade Regulation Act of 2023".

Section 2: Definitions

(a) "Haitian ship" refers to any vessel registered in Haiti, operated by Haitian entities or nationals, or flying the Haitian flag.

(b) "Trade" includes the import, export, transit, or transfer of goods, services, capital, or individuals between the Republic of Atlasia and Haiti.

Section 3: Prohibition of Haitian Ship Traffic and Trade

(a) Effective immediately, all ship traffic originating from Haiti or operated by Haitian entities or nationals is hereby prohibited from entering Atlasia's territorial waters and ports.

(b) All trade between the Republic of Atlasia and Haiti is hereby suspended until further notice.

(c) Exceptions:

Humanitarian aid approved by the Atlasia Department of Foreign Affairs.
Atlasia naval vessels on official government missions.

Section 4: Recognition of the Elected Haitian Government

(a) The Republic of Atlasia shall only recognize the elected government of Haiti as the legitimate representative of the Haitian people.

(b) All diplomatic and official communications related to Haiti shall be conducted solely with representatives of the elected Haitian government.

Section 5: Penalties for Violation

(a) Any vessel found in violation of Section 3(a) shall be subject to:

Immediate impoundment;
A fine not exceeding 1,000,000 Atlasian dollars;
A ban from Atlasia ports for a period not exceeding five years.
(b) Any entity or individual found in violation of Section 3(b) shall be subject to:

A fine not exceeding 500,000 Atlasian dollars;
A ban on conducting trade with Atlasia for a period not exceeding five years.

Section 6: Review and Termination

(a) This Act shall be reviewed every two years by a designated Senate committee to assess its effectiveness and the evolving situation in Haiti.

(b) This Act may be terminated or amended upon a two-thirds majority vote in the Senate.

Section 7: Implementation

The appropriate government agencies, in coordination with the Atlasia Department of Foreign Affairs, shall be responsible for the enforcement and implementation of this Act.

Section 2: Definitions

(a) "Virginia opossum" refers to the marsupial species Didelphis virginiana.

(b) "Natural habitat" denotes areas within Atlasia suitable for the survival, reproduction, and sustainable existence of the Virginia opossum.

Section 3: Conservation and Propagation

(a) The Atlasia Department of Wildlife and Conservation (ADWC) shall establish breeding and conservation programs dedicated to the Virginia opossum.

(b) The ADWC shall collaborate with research institutions to study the optimal conditions for the reintroduction and expansion of the Virginia opossum within designated areas.

Section 4: Public Education

(a) The ADWC shall develop educational campaigns to inform the public about the ecological importance, behavior, and benefits of the Virginia opossum.

(b) These campaigns shall emphasize the non-aggressive nature of the opossum, its role in pest control, and its status as the continent's sole marsupial.

Section 5: Financial Incentives

(a) Landowners who allocate portions of their land for opossum conservation projects shall be eligible for tax deductions, the specifics of which shall be determined by the Atlasia Department of Finance in coordination with ADWC.

(b) Grants shall be made available for research projects dedicated to the study and conservation of the Virginia opossum.

Section 6: Protection Measures

(a) The hunting, trapping, or intentional harm of the Virginia opossum within Atlasia's borders is prohibited, except when an individual opossum poses a direct threat to human safety.

(b) Violators of this provision shall be subject to penalties determined by the ADWC, including but not limited to fines and imprisonment.

Section 7: Review and Amendments

(a) This Act shall be reviewed every three years by a designated Senate committee to assess its effectiveness and the evolving status of the Virginia opossum within Atlasia.

(b) This Act may be amended based on the recommendations of the review committee and upon a majority vote in the Senate.

Section 8: Implementation

The ADWC, in coordination with other relevant government agencies, shall be responsible for the enforcement, oversight, and successful implementation of this Act.

I. SHORT TITLE

This Act may be cited as the “Defining ‘Civil Officers’ Amendment”.


II. IN GENERAL

1. The Constitution of the Republic of Atlasia is amended by the addition of the following as Article I, Section 15:

"As used in this Constitution, the term ‘civil officers’ is construed to mean elected members of the Senate, including the President and their Cabinet".

2. All Sections of Article I other than as described in Sub-section A are re-numbered accordingly.


III. WHEN EFFECTIVE

This Amendment shall be deemed effective upon constitutional ratification of the same.

It has to do with this recent decision by the Supreme Court. 

In effect, what the Court has said is that the Senate does not have the power to impeach or otherwise discipline its members, because they are not "civil officers". 

I think this goes against an important "check and balance" of the Senate, and would remedy it by means of this amendment.

It has to do with this recent decision by the Supreme Court. 

In effect, what the Court has said is that the Senate does not have the power to impeach or otherwise discipline its members, because they are not "civil officers". 

I think this goes against an important "check and balance" of the Senate, and would remedy it by means of this amendment.   

The court's opinion does not prevent all discipline:

Opening up the power of impeachment, which is different from expulsion as it bars future office holding, seems to leave a huge door open for an oppressive majority to exploit against its enemies. While I supported these moves during the height of the secession crisis, I cannot support the possibility of such a measure becoming more general policy.

5. A violation of this act shall be a misdemeanor punishable by disgorgement of any profits, imprisonment for no more than 1 year, and a fine of $10,000 per violation.

4. A violation of this act shall be classified as a misdemeanor punishable by imprisonment for no more than one (1) year, a fine of no more than $10,000.00, and disgorgement of any profits.

5. Any prohibited item seized pursuant to the enforcement of this law shall be subject to forfeiture.

6. This act shall take effect ten (10) days from the date of passage.

3. No Senator or candidate for federal office shall be permitted to use campaign funds or federally provided office or administrative funds to pay for any legal settlement for sexual harassment or other sexual misconduct.

4. This act shall take effect January 1, 2024.

It shall be unlawful for any person to knowingly finance or attempt or prepare to finance any item or criminal act prohibited by this law. For purposes of this provision, knowingly finance includes but is not limited to processing or facilitating payments by any bank, credit card company, or payment processor to any business, company, or website that hosts any item prohibited by this law if such bank, credit card company, or payment processor has been informed of such hosting by the Attorney General of Atlasia or of any Region in Atlasia, by any court in Atlasia, by any law enforcement officer pursuant to an investigation, or by a sworn affidavit by any person that is easily or readily verifiable.

A violation of Sections 1 and 2 of this act shall be classified as a musdemeanor punishable by imprisonment for no more than one (1) year, a fine of no more than $5,000.00, and disgorgement of any profits. A violation of Sections 3 and 4 of this act shall be classified as a felony punishable by imprisonment for no less than one (1) and no more than ten (10) years, a fine of no more than $100,000.00, and disgorgement of any profits. Any person convicted of a violation of sections 3 or 4 of this act shall be required to register as a sex offender an shall be ordered to attend an appropriate treatment program or obtain psychiatric or psychological counseling.

Any prohibited item seized pursuant to the enforcement of this law shall be subject to forfeiture.

This act shall take effect ten (10) days from the date of passage.

For purposes of this provision, knowingly finance includes but is not limited to processing or facilitating payments by any bank, credit card company, or payment processor to any business, company, or website that hosts any item prohibited by this law if such bank, credit card company, or payment processor has been informed of such hosting by the Attorney General of Atlasia or of any Region in Atlasia, by any court in Atlasia, by any law enforcement officer pursuant to an investigation, or by a sworn affidavit by any person that is easily or readily verifiable.
A violation of this act shall be classified as a felony punishable by imprisonment for no less than one (1) and no more than ten (10) years, a fine of no more than $100,000.00, and disgorgement of any profits. Any person convicted of a violation of this act shall be required to register as a sex offender an shall be ordered to attend an appropriate treatment program or obtain psychiatric or psychological counseling.

Any prohibited item seized pursuant to the enforcement of this law shall be subject to forfeiture.

This act shall take effect ten (10) days from the date of passage.

5. A violation of this act shall be a misdemeanor punishable by disgorgement of any profits, imprisonment for no more than 1 year, and a fine of $10,000 per violation. Any record or information collected, retained, or disclosed in violation of this act shall be subject to forfeiture and disposition.

2. Notwithstanding any other law, a governmental entity may not take any adverse action against any person based wholly or partly on a person's belief or action in accordance with the person's sincerely held religious belief or moral conviction, including beliefs or convictions regarding abortion or marriage.

3. A person may assert an actual or threatened violation of this act as a claim or defense in a judicial or administrative proceeding and obtain: compensatory damages; injunctive relief; declaratory relief; and any other appropriate relief, including reasonable attorney's fees.

4. Notwithstanding any other law, a person may commence an action under this section and relief may be granted regardless of whether the person has sought or exhausted available administrative
