III. Effective immediately, the region of Lincoln is dissolved and reorganized into the People’s Republic of Lincoln, which shall be recognized as an independent nation by the Republic of Atlasia.

I. It is the sense of the Senate of the Republic of Atlasia that we, as a body, fully and unequivocally endorse the aims and provisions of LGC 3.3

I am invoking Article 2, Section 2 for this as well. This can be challenged within 96 hours if one-third of the Senate (six senators) vote to bring it to the floor, but otherwise I will not bring any legislation to the floor that dissolves the union or the game itself.

AN ACT
To provide for necessary investments in public schools and to facilitate the creation of construction and maintenance jobs

Be it enacted by the Senate of the Republic of Atlasia assembled

Section I. Title

1. This act may be cited as the School Improvement and Jobs Act.

Section II. Purpose
1. It is the purpose of this title to provide for the creation of construction jobs for the purpose of modernizing, renovating, or repairing public school facilities; and maintenance jobs for the purpose of maintaining and improving public school facilities.

Section III. Allowable use of funds

1. A local educational agency receiving a grant under this subtitle shall use the grant for modernization, renovation, or repair of public school facilities (including early learning facilities and charter schools, as appropriate), including—

 A.) Repair, replacement, or installation of roofs, including extensive, intensive or semi-intensive green roofs, electrical wiring, water supply and plumbing systems, sewage systems, storm water runoff systems, lighting systems, building envelope, windows, ceilings, flooring, or doors, including security doors;

 B.) Repair, replacement, or installation of heating, ventilation, or air conditioning systems, including insulation, and conducting indoor air quality assessments;

 C.) Compliance with fire, health, seismic, and safety codes, including professional installation of fire and life safety alarms, and modernizations, renovations, and repairs that ensure that schools are prepared for emergencies, such as improving building infrastructure to accommodate security measures and installing or upgrading technology to ensure that schools are able to respond to emergencies such as acts of terrorism, campus violence, and natural disasters;

 D.) Modernization, renovation, or repair of science and engineering laboratories, libraries, and career and technical education facilities, and improvements to building infrastructure to accommodate bicycle and pedestrian access;

Section IV. Use of Atlasian iron, steel, and manufactured goods

1. None of the funds appropriated or otherwise made available by this title may be used for a project for the modernization, renovation, repair, maintenance, or construction of a public school facility unless all of the iron, steel, and manufactured goods used in the project are produced in the Republic of Atlasia.

Section V. Availability of Funds

1. There are authorized to be appropriated, and there are appropriated, for each of fiscal years 2022 and 2023, $55,000,000,000.

Emergency De-Escalation Resolution

To provide safeguards for the country by defending its national security, geographic integrity, and peace in response to the ongoing crises in the Republic of Atlasia.

To the President Pro Tempore: I request that this bill be put through in the national emergencies category.

Whereas, the Congress of the Republic has been assembled to condemn the ongoing crises in Atlasia and do hereby establish:

Section 1. Title and Purpose

1. a panel of the duly elected federal lawmakers in Lincoln to investigate the origins of secession in Lincoln; one of which shall include a civilian

2. to encourage the expulsion of and arrest of those responsible for instigation of this crisis in Lincoln and perpetuation of secessionist ideals

Section 2. Establishment

3. To convene a panel of 4 Congressional lawmakers from each region in working with the regional executives and legislature of Fremont, Lincoln, and the South. This panel may hereby have 3 additional advisors or more via modification by statute. Meetings shall occur at least once weekly and shall be disbanded when the crisis dissipates.

4. Encourage the President of Atlasia to stand down the National Guard

5. To condemn the remarks of Attorney General Truman and Southern Governor LouisvilleThunder

Lol, you are a clown. This would do nothing but end the current peace process and ensure a violent secession.

This is also obviously unconstitutional, you cannot arrest someone for promoting "secessionist ideals." Fortunately, the Bill of Rights is still in effect!

AN ACT
To impose a tax on certain trading transactions

Be it enacted by the Senate of the Republic of Atlasia assembled

Section I. Title

1. This act may be cited as the Financial Transaction Tax Act.

Section II. Purpose

1. To impose a tax on trading transactions to invest in our country, to expand opportunities for our people, and to reduce market volatility.


Section III. Tax on Trading transactions

A.) There is hereby imposed a tax on the transfer of ownership in each covered transaction with respect to any security.

 B.) Rate of Tax - The tax imposed under subsection (A) with respect to any covered transaction shall be the applicable percentage of the specified base amount with respect to such covered transaction. The applicable percentage shall be—


   (1) 0.5 percent in the case of any share of stock in a corporation or any partnership or beneficial ownership interest in a partnership or trust.

   (2) 0.10 percent in the case of any note, bond, debenture, or other evidence of indebtedness, other than a State or local bond the interest of which is excluded from gross income.

   (3) 0.005 percent in the case of any evidence of an interest in, or a derivative financial instrument, any derivative financial instrument with respect to any currency or commodity including notional principal contracts, and any other derivative financial instrument any payment with respect to which is calculated by reference to any specified index.

Section IV. Exemptions

The provisions of this act shall not apply to individuals who’s income for the taxable year is $60,000 or less.

Section IV. Effective Date

The provisions of this act shall apply to taxable years beginning after December 31, 2021.

AN AMENDMENT
to the Constitution of the Republic of Atlasia

Be it enacted by the Senate of the Republic of Atlasia :

Section 1 (Title)
i. The title of this Amendment shall be, the “Labor Rights Amendment.” It may be cited by its ordinal number in order of ratification.

Section 2 (Labor Rights Amendment)
i. The following shall be appended to Article I of the Constitution of the Republic of Atlasia as the next section thereof:

A full-enfranchised working class being necessary for the prosperity of a free people, the right of the working people to organize and bargain collectively shall not be infringed.

This amendment to the Bill of Rights would protect the right of wage-earners to unionize free from the subversive influence of employers or the state.

To withdraw normal trade relations treatment from the products of the People’s Republic of China.

Section I. Title

This act may be cited as the China Trade Reform Act.

Section II. Definition

Effective on the date of the enactment of this Act, normal trade relations treatment shall not apply to the products of the People’s Republic of China, and normal trade relations treatment may not thereafter be extended to the products of that country.

To Denounce the Moral Scourge of Wulfricism

Section I. Title
I. This Act may be cited as the Wulfric Resolution.

Section II. Denouncing Wulfricism

I. The Republic of Atlasia hereby denounces the pervasive and pernicious influence of the ideology known as Wulfricism, and seeks to eliminate it from all aspects of Atlasian life. Wulfricism is a tyrannical totalitarian ideology that seeks to destroy and undermine our constitution, our Republic, and our freedom. It is incompatible with the values of the Republic of Atlasia and with that of a free society.

II. The Republic of Atlasia recognizes that Wulfric has engaged in totalitarian and oppressive acts against the people of Lincoln and wholeheartedly condemns them.

III. The Republic of Atlasia recognizes that Wulfricism has enabled Anti-Irish sentiment, such as the attempts to ban McDonalds.

AN ACT
To make investments in our country and expand essential social programs

Be it enacted by the Senate of the Republic of Atlasia assembled

Section I. Title

This act may be cited as the New Great Society Act.

Section II. Infrastructure investments

1. Highway programs - $75,000,000,000 is appropriated for each of fiscal years of 2022 through 2026 for the purpose of to improving  roads, bridges, and other transportation infrastructure in the Republic of Atlasia.

2. Rail Service - There is appropriated $15,000,000,000 for each of fiscal years 2022 through 2026 to make quarterly grants to the National Railroad Passenger Corporation for the operation of intercity passenger rail.

3. Airports - There is appropriated $2,500,000,000 for each of fiscal years 2022 through 2026 to implement airport improvement and noise compatibility projects at public-use airports.

4. Broadband Initiatives Program - Out of funds of the Treasury not otherwise appropriated, there is appropriated $2,500,000,000 for each of fiscal years 2022 through 2026 for the broadband initiatives program established under title VI of the Rural Electrification Act of 1936 (7 U.S.C. 950bb et seq.) to expand the access and quality of broadband service across rural Atlasia.

Section III. CUBI benefit enhancements

The Children's Universal Basic Income Act is amended as follows:

Section 1. Title

This legislation may be cited as the Children's Universal Basic Income Act.

Section 2. Monthly Universal Basic Income for Families with Children

1. Beginning in January of 2022, parents or legal guardians of persons under the age of 18 and have a disposable income of less than $100,000 shall be entitled to $2,000 monthly checks.

2. The income received shall not be taxed or counted toward existing benefits.

3. This program shall run until 2028, but may be extended by Congress.

Section IV. Pell Grant Expansion

Section 401 (20 U.S.C. 1070a), as amended by section 703 of the FAFSA Simplification Act (title VII of division FF of Public Law 116–260) (referred to in this Act as the “FAFSA Simplification Act”), is further amended—

(1) in subsection (a)(2)(F), by striking “10 percent” and inserting “5 percent”;

(2) in subsection (b)—

(A) in paragraph (1)(B)(i), by striking “paragraph (5)(A)” and inserting “paragraph (5)”;

(B) by striking paragraph (5) and inserting the following:

“(5) MAXIMUM FEDERAL PELL GRANT.—

“(A) AWARD YEAR 2023–2024.—For award year 2023–2024, the total maximum Federal Pell Grant award shall be $9,000.

“(B) AWARD YEAR 2024–2025.—For award year 2024–2025, the total maximum Federal Pell Grant award shall be $10,000.

“(C) AWARD YEAR 2025–2026.—For award year 2025–2026, the total maximum Federal Pell Grant award shall be $11,000.

“(D) AWARD YEAR 2026–2027.—For award year 2026–2027, the total maximum Federal Pell Grant award shall be $12,000.

“(E) AWARD YEAR 2027–2028.—For award year 2027–2028, the total maximum Federal Pell Grant award shall be $13,000.

“(F) AWARD YEAR 2028–2029 AND SUBSEQUENT YEARS.—For award year 2028–2029, and each subsequent award year, the total maximum Federal Pell Grant award shall be $13,000—

“(i) increased by the adjustment percentage for the award year for which the amount under this subparagraph is being determined; and

“(ii) rounded to the nearest $50.

 B.) Clarification of Eligible Institutions

Section 401(a) of the Higher Education Act of 1965 (20 U.S.C. 1070a(a)) is amended by adding at the end the following:

“(4) Notwithstanding any other provision of this Act, for purposes of this section, the terms ‘eligible institution’, ‘institution of higher education’, ‘eligible program’, and ‘institution’ include a program of education that—

“(A) consists of vocational or technical training, flight training, or apprenticeship or other on-job training;

“(B) an individual may pursue using educational assistance pursuant to section 3313(g) of title 38, Atlasian Code;

“(C) is less than 600 clock hours of instruction, 16 semester hours, or 24 quarter hours, offered during a period of less than 15 weeks;

“(D) is not required to be accredited by a nationally recognized accrediting agency or association recognized by the Secretary pursuant to part H;

“(E) is not required to lead to a recognized educational credential;

Section V. Social Security Benefits Enhancement and Payroll Tax Increase

(A) In General.—Section 215(a)(1)(B) of the Social Security Act (42 U.S.C. 415(a)(1)(B)) is amended—

(1) by redesignating clause (iii) as clause (iv); and

(2) by inserting after clause (ii) the following new clause:

“(iii) For individuals who initially become eligible for old-age or disability insurance benefits, or who die (before becoming eligible for such benefits) in any calendar year after 2024, each of the amounts determined under clause (ii) of this subparagraph for purposes of subparagraph (A)(i) shall be increased by—

“(I) for calendar year 2025, 1 percent;

“(II) for each of calendar years 2026 through 2038, the percent determined under this clause for the preceding year increased by 1 percentage point; and

“(III) for calendar year 2039 and each year thereafter, 15 percent.”.

(B). Payroll Tax Increase:

1.) Subchapter A, Section 3101 of the Federal Insurance Contributions Act is amended by striking “6.2 percent” and inserting “7.2 percent”.

2.) Subchapter B, Section 3111, subparagraph (a) of the Federal Insurance Contributions Act is amended by striking “6.2 percent” and inserting “7.2 percent”.

Section VI. Universal School Breakfast and Lunch

A. In General.—Section 4(a) of the Child Nutrition Act of 1966 (42 U.S.C. 1773(a)) is amended, in the first sentence—

(1) by striking “is hereby” and inserting “are”; and

(2) by inserting “to provide free breakfast to all children enrolled at those schools” before “in accordance”.


B. Section 9 of the Richard B. Russell National School Lunch Act (42 U.S.C. 1758) is amended by striking subsection (b) and inserting the following:

“(b) Eligibility.—All children enrolled in a school that participates in the school lunch program under this Act shall be eligible to receive free lunch under this Act.”.


Section VII. Tuition Cap

For students enrolled in a Community College, HBCU, Institution of Higher Education, Public 4-year Institution of Higher education, Tribal College or University, 2-year Tribal College or University, 4-year Tribal College or University, the tuition amount owed by any individual student shall not exceed $8,000 per year.

To honor the Labor Party of Atlasia and it’s contributions to the Republic

Be it enacted by the Senate of the Republic of Atlasia assembled,

Section 1. Title

This legislation may be cited as the Nathan-Antonio Day Act.

Section 2. Establishment of Federal Holiday

1. In honor of the 10th anniversary of the establishment of the Labor Party of Atlasia, and in honor of the founder and first chairman of the Labor Party, Sunday, the thirtieth of January, two thousand and twenty-two, is hereby designated "Nathan-Antonio Day", to be celebrated across Atlasia.

2. Nathan-Antonio Day is established as a full federal holiday for the Republic of Atlasia, and will continued to be celebrated as such annually on the thirtieth of January.

3. Annual festivities to honor the Labor Party will take place in Nyman.

4. Annually, at 12-o’clock noon on the thirtieth of January, The Red Flag, shall be played on all radio and tv stations across Atlasia, and at the national mall in Nyman.

AN ACT
To nationalize the steel industry

Be it enacted by the Senate of the Republic of Atlasia

Section 1. Title

This legislation may be cited as the Atlasian Steel Act.

Section 2. Nationalization

1. All steel manufacturers are brought into public ownership immediately upon passage of this act and shall be placed under the control of an Atlasian Steel Authority.

2. To complete the undertaking as outlined above, the Republic of Atlasia shall establish an Atlasian Steel Authority (hereafter ASA) which shall be comprised of all former privately-held steel companies and shall hold a legal monopoly in these sectors.

3. The purpose of the aforementioned ASA shall be the economization of operations and the modernization of production methods to raise safety and efficiency standards across the country, as well as provide steel at a low cost, prevent competitive waste, and co-ordinate research and development in those sectors.

4. The government of the ASA shall be federal and cooperative. In each region will be established a regional steel authority under a board of directors composed of representatives of labor, the consumers, security, and the environment. The number of labor directors shall be four, and the number of directors for all other constituencies shall be two. Each regional authority will elect five representatives to the national board of directors. Two of the national directors elected by each regional authority shall represent labor, and one each shall represent the consumers, security, and the environment.
 
5. The labor directors shall be chosen by a vote of the steel workers; the consumer directors by a vote of the regional legislature, the security and environment directors by the regional executive at the regional level and by the president at the federal level.

6. The term of a Board director shall be four years.

7. The President shall appoint a Chair of the ASA Board of Directors who shall have no vote unless they are equally divided. The Chair shall serve a four year term.

8. All persons owning any of the aforementioned industry brought into public ownership shall be fairly compensated for the sale of said industries to the Republic of Atlasia.

1. This act may be cited as the Harry S. Truman Anti-Big Tobbaco Act.

Section 2. Definitions

1. In addition to federal regulations, regional governments may make any and all regulations governing the packaging and sale of tobacco products.

Section 1. Title

1. This act may be cited as the Harry S. Truman Anti-Big Tobbaco Act.

Section 2. Definitions

1. In addition to federal regulations, regional governments may make any and all regulations governing the packaging and sale of tobacco products.

To abolish tolls

Be it enacted by the Senate of the Republic of Atlasia assembled

Section 1. Title

1. This act may be cited as the No Tolls Act.

Section 2
1. From fiscal year 2023 onwards, all toll roads shall be abolished in the Republic of Atlasia.

2. A toll road shall be defined as a major Highway operated by a state or regional authority that tolls drivers on the road for it’s use.

3. All toll roads that previously had tolls shall still operate as roads, but shall be without tolls for it’s use.

Section 3 (Fines)

1. Automakers who sell carbon emitting vehicles shall be subject to regional carbon output standards.

2. Carbon output standards shall be outlined as such: Every 5 years, all automakers who sell new carbon emitting vehicles shall be subject to a standard which stipulates that emissions in new carbon emitting vehicles shall decrease by 5% every 5 years from 2023 to 2033. From 2033 to 2053, all automakers who sell new carbon emitting vehicles shall be subject to a standard which stipulates that the emissions allowance is reduced by 10%.

3. Automakers who are found by state transportation authorities to have violated the new emissions clauses shall be subject to fine equivalent to 10% of the total revenue the automaker makes in the Republic of Atlasia.

1. Whereas, Senator Spark498 was tragically assassinated.

3. Whereas, Governor Donerail has appointed CalamityBlue to fill his vacancy.

4. Whereas, CalamityBlue shall be seated to serve as Senator for the Southetn Regional senate seat to serve the remainder of the term expiring on March 4th, 2022

To restore order in Atlasia

Section I.
I. This Act may be cited as the Democracy Resolution.

Section II.

I. The Republic of Atlasia hereby denounces all efforts to overturn the January 2022 gubernational elections in the Southern Region, whether they were intended to be serious or not. 

II. The Republic of Atlasia recognizes that LouisvilleThunder has been elected as Governor of the Southern Region.

III. The Republic of Atlasia recognizes that Donerail's repeated attempts to overturn the election results are damaging to both democracy and the union, and should be condemned.

AN ACT
To restore democratic principles in Atlasia

Section I.
I. This Act may be cited as the Saving Democracy Act.

Section II.

I. All candidates running for political office, whether this is at the regional or federal level, must agree to concede the election if they have clearly lost.

II. Losing candidates may request a recount if they are within a 5% margin.  This recount must be conducted in a bipartisan manner.

Section III.

I. Losing candidates may not form their own government, attempt to revert or deny the results of a certified election, or weaken the integrity of the union, no matter what their intentions are.

II. Edit warring and vandalism on the wiki, used to preserve and document Atlasia's history, will not be permitted.  Repeated attempts may result in a ban from editing.

Section 2. Designation of the Liberal Party of Canada as a terrorist group

Upon passage of this law, the Liberal Party of Canada shall be designated as a "Foreign Terrorist Organization".

1. The island of Staten Island shall be put on sale for ten billion dollars to any country.
2. Following the sale of Staten Island, the island of Staten Island shall not be considered part of New York City, New York, or the region of Lincoln.

To establish a 32 hour workweek

Be it enacted by the Senate of the Republic of Atlasia assembled

Section 1. Title

1. This act may be cited as the 32 Hour Workweek Act.

Section 2

1. No employee shall be required to work more than thirty-two hours a week.

2. Any employee who should voluntarily work more than thirty-two hours in a given a week shall be compensated at 120% of their regular hourly salary for every hour they work after the thirty-second.

1. Not less than three-fifths of the directors of a corporation shall be elected by the employees of the corporation using an election process. A director elected by the employees shall have the same rights and powers and shall be subject to the same duties and responsibilities as a director elected by the stockholders.
