Activity Enforcement Amendment

To the end of the Lincoln Constitution, add the following new Article:

Article VI - General Court Automatic Recalls Due to Inactivity

1. Notwithstanding any other part of this constitution, if a Deputy of the General Court misses 4 consecutive final votes, they shall immediately forfeit their office.
---a. This shall be interpreted to include veto override votes, confirmation votes, and votes for Speaker, along with final votes on legislation and constitutional amendments.
---b. However, this shall not be interpreted to include bill amendments, tabling motions, points of order, motions for a final vote, or other procedural matters not covered by a.

2. Notwithstanding any other part of this constitution, if a Deputy of the General Court misses 8 final votes in any session, regardless of whether such votes are consecutive, they shall immediately forfeit their office. The definition of final vote shall be the same as established in 1.

3. Any vacancy created by 1. or 2. shall be filled via a gubernatorial appointment, which shall be from the same political party as the incumbent who forfeited their office. If the incumbent was an independent, or their party has ceased to exist, or their party is not a major party for census purposes, the governor shall not be restricted by party in making an appointment. No special election shall be required.

4. If the governor cannot make an appointment within 168 hours, the seat shall go to a special election, which shall begin on the first Friday after the expiration of the 168 hours, or if such time expires on a Wednesday or Thursday, on the second Friday after the expiration of the 168 hours. If such special election would be concurrent with or later than the next general election, it shall be cancelled and the seat will be vacant for the rest of the term.

Title 9, Section 4 of the Consolidate Laws of Lincoln Omnibus Act is amended as follows:

(a) In general. —

A “Gun License” shall be required to purchase, sell, or possess a gun in Lincoln.

(b) License types. —

There shall be the following categories of gun licenses —
(1) Class A, for rifles and shotguns; and
(2) Class B, for Class A weapons and handguns.

(c) Renewal. —

An individual shall be required to renew their Gun License every 3 years.

(d) Suspension. —

An individual's Gun License may be temporarily or permanently suspended by the court as a result of a criminal conviction relating to the violation of this Act, a violation of another gun law, the use of a gun in a crime, a crime involving bodily harm, or domestic violence.

(e) Requirements. —

An individual shall apply at a at a drivers license facility to get or renew a Gun License, where they shall —
(1) undergo a universal comprehensive background check;
(2) not have been adjudicated as a mental defective or committed to a mental institution by a court pass a mental health test issued by a psychologist, if they have a history of mental health issues.
(3) show proof of passing a gun training and safety course at a drivers license facility or on a drivers license facility website; and
(4) pass a gun safety exam at such drivers license facility.
(5) prove a demonstrated need for owning a firearm when they submit their license application

(f) Driver's licenses facility. —

The Bureau of Firearm Safety and Licensing shall provide to drivers license facilities the necessary courses for gun training and safety, accessible both —
(1) at the drivers license facility; and
(2) online.

(g) Waiting period. —

An individual shall not receive a gun license for the first time no sooner than one week (168 hours) after applying for one.

(h) Failure to comply. —

An individual that shall violate Subsection (a) may face the following penalties at the discretion of the court —
(1) a fine not exceeding $100,000; or
(2) a term of imprisonment of no more than 10 consecutive years.


Title 9, Section 6 of the Consolidate Laws of Lincoln Omnibus Act is amended as follows:

No individual shall purchase, sell, or possess
(1) bump stocks;
(2) suppressors;
(3) magazines that hold more than 10 rounds of ammunition; and
(4) assault weapons, defined as semi-automatic rifles and semi-automatic shotguns.

(6) bayonet lugs
(7) threaded barrels
(8) grenade launchers
(9) barrel shrouds


(b) Penalties. —

An individual that purchases or sells, or possesses one or more of the devices in Subsection (a) may face the following penalties at the discretion of the court —
(1) a fine not exceeding $100,000; or
(2) a term of imprisonment of no more than 10 consecutive years.


(c) The Police shall also be subject to these restrictions. Police conducting traffic stops shall no longer be permitted to carry any firearm. Special forces operations, including SWAT teams and counterterrorism units shall also be subject to these restrictions with the exception of (a)(4).




Title 9, Section 8 of the Consolidate Laws of Lincoln Omnibus Act is amended as follows:

Any individual who is convicted of a crime involving the use of a gun any gun related offense, including any gun related crimes or possession of an illegal firearm may have any guns or gun accessories in the individual’s possession permanently confiscated by Lincoln at the discretion of the court.

6. A well cooked Pasta, being necessary to the security of a free State, the right of the people to keep and bear Pesto sauce, shall not be infringed.

7. Because of its bad finances, the Region of Lincoln shall start negotiations with the Republic of Italy, for the sale and transfer of the state of New Jersey; or at least a reverse mortgage on it.

School selection and regionalization act

Be it enacted, by the Council of Lincoln assembled

1. Starting in the 2021-22 school year, there shall be no linkage or relation between property taxes, or any other kind of local taxes; and funding for schools and school districts in the Lincoln region.

2. Funding for schools in the Lincoln region shall be pooled at the regional or state level, and distributed according to such a formula that tries to reduce differences in the quality of education between school districts in the region

3. As well as attending the school in a district corresponding to their place of residence, parents and legal guardians may also choose to send their kids to any schools in the school district corresponding to their workplace.

4. This bill shall become enacted immediately after passage

Recongizing that Obesity is one of the biggest problems facing Atlasia and the Lincoln Region,

The General Court Hereby,

- Bans McDonalds, or any affiliate or franchise thereof, from operating anywhere in Lincoln and from importing their products to Lincoln

- Bans any offsite McDonalds facility or similar venue that seeks to produce McDonalds products in Lincoln for exportation to other regions.

- EXCEPTION: Any McDonalds, or any affiliate or franchise thereof, or any related offsite facility or similar venue, that sells or produces ONLY a selection of the items on this list may remain open:

- McMuffins
- McGriddles
- Biscuit Sandwiches
- Beverages (except that those beverages listed at  https://www.mcdonalds.com/us/en-us/full-menu/desserts-and-shakes.html and/or https://www.mcdonalds.com/us/en-us/full-menu/mccafe.html shall not be permitted)
- Salads

Such facilities may NOT add to these items hamburger patties, hamburger buns or other ingredients that prior to the passage of this law were only found in Burgers, French Fries, and/or Chicken Sandwiches.


- Decrees that any McDonalds, or any affiliate or franchise thereof, or any related offsite facility or similar venue, that acts in contravention to this law, will see all of its owners and managers imprisoned for anywhere from six months to three years. Each case will be judged individually.

Section II. Denouncing Wulfricism
i. The Lincoln General Council hereby denounces the pervasive and pernicious influence of the ideology known as Wulfricism, and seeks to eliminate it from all aspects of Atlasian life.
ii. The Lincoln General Council hereby condemns delegate Wulfric for his attacks on hard working Atlasian businesses who feed the nation through nutritious, fast and cheap meals

Section III. Supporting Atlasian fast food
i. The Region of Lincoln commends McDonalds and other fast-food burger restaurants and small businesses on their nutritious meals provided to Atlasian citizens.
ii. Since they are headquartered in Illinois and have been there for a long time; the Region of Lincoln hereby commends McDonald's for having their headquarters in the best region of Atlasia, despite being originally founded in Fremont
iii. Because of point III.ii, the region of Lincoln hereby declares McDonald's the official fast food chain of the Lincoln Region
iv. May 15th, the day the first McDonald's was opened in Atlasia, shall be declared Regional Hamburger Day. All Lincolnites are hereby encouraged to go out to their nearest hamburger fast food place and eat a hamburger, the most proudly Atlasian of meals!

i. This Act may be cited as the Say no to Social Credit Scores Act.

Section II. Ending Credit Scores
i. Starting on January 1st, 2022; companies may not record any sort of concrete score on citizens of the Lincoln region, for the purposes of credit access or any related purposes without their consent
ii. In the event that a citizen of Lincoln consents to the creation of a credit score of himself, this score shall be deleted after 1 year.

4. The General Court shall elect its speaker and other officers and shall have sole authority to determine its own methods of proceedings.

5. Every bill passed by the General Court shall, before it becomes law, be submitted to the judgment of the governor. If they approve of it, they should sign it and it will become law; but if they disapprove they may veto it, and it shall be returned to the General Court. If, after considering the objections of the governor, the General Court should by a two-thirds vote agree to pass the same bill, it shall become law regardless of the governor's objections. If the governor shall not act to sign or veto a bill, it shall become law seven (7) days after its adoption by the General Court. The Governor shall have the authority to submit revisions to passed legislation, if they deem fit, and return it to the electorate for reconsideration. If the redrafted bill is rejected by the General Court, and the original bill passed the General Court by a two-thirds margin, the original bill shall be sent to referendum. If the redrafted bill is rejected by the General Court, and the original bill passed by less than two-thirds, the Governor shall be compelled to sign or veto the original bill.

Whenever a vacancy should occur in the composition of the General Court, the governor shall appoint a replacement. Should the vacancy have occurred fewer than 336 hours before the next general election, the deputy thus nominated shall serve the remainder of the existing term; otherwise, they shall serve only until a new deputy may be elected. If required, A special election for the General Court shall begin on the Friday following the creation of the vacancy; but if the vacancy shall occur on a Wednesday or Thursday, the special election shall begin on the second Friday following the creation of the vacancy.

The General Court may, by a two-thirds vote, impeach and remove the governor for gross negligence or criminal acts; but the governor shall not be convicted without the concurrence of four-fifths of all sitting deputies, and the penalty for his conviction shall not exceed removal from office and disbarment from holding any office under this region for eighteen months.
6. In the event of a tied vote of the General Court, the governor shall have the power to break the tie.
Where the text above or below references a two-thirds margin, it shall be construed to refer to the support of two-thirds of all voting deputies

3. Candidates for governor, General Court, and federal Senate must declare their candidacy in the appropriate thread by 2:00:00 PM, Eastern Time, on the Thursday preceding the election in order to appear on the ballot.

In December, all elections shall begin on the second Friday of the month. Special Elections are scheduled by the Governor at any date that they deem fit. In all cases, voting shall begin at 12:00:00 AM, Eastern Time, on the appointed day and continue for 72 hours hence.
Following the expiration of the voting period, the election administrator shall have 24 hours to produce a tally of the votes cast and to announce the persons elected.
4. All elections shall be by single transferable vote, unless otherwise specified by law.
5. The terms of the Governor and General Court shall begin at 12:00:00 Eastern Time on the first Wednesday following their election. Prior to assuming office, the governor shall swear the following oath or equivalent: I, [A.B.], do solemnly swear (or affirm) that I will faithfully execute the office of [state office name] and will to the best of my ability, preserve, protect and defend the constitutions of Lincoln and the Republic of Atlasia. Any person elected to office under this constitution who shall fail to swear or affirm the aforesaid within 72 hours of the constitutional commencement of their term, shall forfeit their office.
6. All referendums on proposed amendments to this constitution and to the constitution of the Republic of Atlasia shall begin on the first Friday following their passage by the appropriate body; but if the passage shall occur on a Thursday, the referendum shall begin on the second Friday following passage. The appropriate election administrator shall open the voting booth at 12:00:00 AM, Eastern Time. Voting shall continue for 72 hours, and no vote cast more than 72 hours after the voting booth was opened shall be considered valid.
In all referendums, a YES vote shall be considered a vote in favor of passing the referendum and a NO vote shall be considered a vote against passing the referendum. Abstentions shall not affect the results of the referendum. In all cases, a simple majority of those voting YES or NO shall be required to pass the referendum.
7. If a Special Election for any office is scheduled to occur 168 hours or fewer before a Regular Election for any office, it shall be:
- Held Concurrently with said regular election if for a different office than the regular election - Cancelled if said regular election is for the same office, with the acting official serving the rest of the term.

Any person elected to office under this constitution who shall fail to swear or affirm the aforesaid within 72 hours of the constitutional commencement of their term, shall forfeit their office.
6. All referendums on proposed amendments to this constitution and to the constitution of the Republic of Atlasia shall begin on the first Friday following their passage by the appropriate body; but if the passage shall occur on a Thursday, the referendum shall begin on the second Friday following passage. The appropriate election administrator shall open the voting booth at 12:00:00 AM, Eastern Time. Voting shall continue for 72 hours, and no vote cast more than 72 hours after the voting booth was opened shall be considered valid.
In all referendums, a YES vote shall be considered a vote in favor of passing the referendum and a NO vote shall be considered a vote against passing the referendum. Abstentions shall not affect the results of the referendum. In all cases, a simple majority of those voting YES or NO shall be required to pass the referendum.
7. If a Special Election for any office is scheduled to occur 168 hours or fewer before a Regular Election for any office, it shall be:
- Held Concurrently with said regular election if for a different office than the regular election - Cancelled if said regular election is for the same office, with the acting official serving the rest of the term.
