Why is Sullivan County, TN so right-wing?  It's in the right-wing region of East TN, but even though Sullivan is more urban than surrounding counties (it contains the bulk of the Tri-Cities), it's hardly more liberal than the neighboring, more rural counties.  The Tri-Cities apparently don't have the same moderating effect that Knoxville and Chattanooga have on Knox and Hamilton Counties, respectively. Why is that?

Maybe because there are fewer transplants who in other areas serve as a moderating force.
