We definitely live in a far different timeline. Does 9/11 still occur? If so, how does Gore respond? Polarization/bad feelings will linger, which will probably send fringes of the conservative movement into overdrive if 9/11 occurs because Clinton/Gore have been in office for 12 years and will own anything that comes from that. Gore also would have had to work with a Republican Congress, so much of his domestic agenda probably goes nowhere. And, if the Supreme Court shakes out as it did in our TL, he gets no picks before running for re-election in 2004.
The GOP, who is out of power for the last 12 years, then faces an interesting choice for 2004. Bush losing by such a thin margin would have a great case for running again. McCain may also give it a go, with supporters arguing that he wouldn't have blown the last election.
The 2000 presidential election is easily the most consequential election in my lifetime. With a shift of just a small number of votes, the 21st century might be a less chaotic place than it is today.
