Even though it had a Miami-Dade style shift, it is still most likely a Safe D County, although it could move into Likely D if the Hispanic Trends towards the GOP continues.

Safe D. Unlike Starr county, Democrats did have a net gain in votes here. The giant swing was a direct result of supersized turnout, and Trump would need to gain tens of thousands of additional votes to flip the county in 2024. It seems unlikely that we'll have the conditions in 2024 that we had in 2020 to enable such historic turnout, and even if turnout remains similarly sky-high, there's no way Trump flips enough Biden voters to win.
