Because it's not really an issue the President has much control over. Aside from appointing people to a DOJ that wouldn't interfere with legal markets, and seeing as how even f[inks]ing Jeff Sessions and Bill Barr's DOJs didn't really do so...

Because nothing except healthcare and "Dump Trump" seemed to matter. Never was a golden opportunity before or since so terribly wasted.
