Both states are somewhat culturally  conservative for different types of reasons

Georgia by far, if you're talking about religiosity, anti-abortion views, anti-LGBT rights attitudes, etc.

Not a close call at all.

Georgia by a long shot.  Georgia is quite socially conservative.  Atlanta metro area more moderate but rest of Georgia still deeply conservative.  Most of Arizona is more libertarian in that not your woke area,  but not socially conservative but rather live and let live attitude.  The only reason results are similar is Georgia is 30% African-American and African-Americans vote massively Democrat, even those with socially conservative viewpoints which most outside Atlanta would be.  In Arizona, you may get some Latinos with socially conservative views going Democrat, but nowhere near to extent you do in Georgia with African-American community.

Georgia for sure - much more religious and a larger rural population too.

Georgia is still more socially and culturally conservative than a lot of solidly red states in more secular parts of the country.

In 2008, Arizona voters passed a gay marriage ban with “only” 56%.  I hate the use the word “only” when it comes to people voting against civil rights, but this was the same year California passed Prop 8 with 52%, and Florida voters banned both gay marriage and civil unions with 62%.

My memory is that the Arizona number was lower because of senior citizens who didn't marry to avoid a penalty in SS benefits feeling like an expansive DOMA would affect them.

Easily Georgia, no question - the state is much more religious and rural than Arizona.

At this point Arizona has been so influenced by California that it doesn't seem like a socially conservative state at all.  Seems moderate but fiscally conservative.

The migrants to Arizona are broadly socially moderate generally, on both an individual and collective basis. The state's right-lean was always owing more to anti-government sentiment than anything else.
