Section II. Substance
i. Article III of the The Southern Environmental Act (S.19.4-3) is repealed, effective immediately.

Rationale is in the title. While I think most of the Southern Environmental Act should remain in effect, I think it is ridiculous to terminate otherwise valuable government contracts just because a company wants to use plastic utensils or Styrofoam containers.

I agree.

We should, though, promote more environmentally friendly solutions in other ways. Maybe replace that clause of the bill with a provision giving preference to those (but not going so far as to completely remove govt. contracts) companies which don't sell those items and have then not used at government events? This could incentivize some change perhaps. Or subsidizing companies do not sell such items to a reasonable extent (not too much, but a little).

I agree with passing this legislation. There's not much good reason to ban plastic utensils since the main alternative to that is using steel utensils that have to be washed. Styrofoam is bad and can be substituted easily.
