To put some meat on the bones, congress would have approve billions in funding, I guess? I'm not so sure this is going to happen with the GOP. Good initiative, though. The global vaccination program G7 leaders have agreed upon is a very positive sign, too, to carry out softpower and not leave it to the PRC.
