Like the Mexico City policy, I have a feeling that membership in the Paris Climate Agreement is going to be one of those things that changes each time parties change hands. If the next Republican president withdraws the US from the PCA again, obviously the US loses more credibility than last time as we will be seen as an unreliable party.

Can Congress, sans the filibuster, pass legislation to make US membership in the PCA permanent? Or would a 2/3 requirement in the Senate be needed if the bill is deemed a treaty?

As the international accord's framework & the commitments thereof were inherently made to be non-binding, there's nothing legally stopping Congress from passing legislation - & the President from signing such legislation - that'd require the honoring of the agreement's commitments & goals to reduce greenhouse gas emissions as laid out therein, no. Statutorily speaking, this would be similar in scope to such congressional-executive agreements as NAFTA, the Marrakesh Agreement (which established the WTO), & the USMCA. Of course, sans filibuster, such a piece of domestic legislation could & probably would face the risk of being repealed by the next Republican trifecta that comes to power, but what can you do?

A simple law could also be reversed by a trifecta of either party. If the senate - or more specifcially the Republican Party - wasn't broken, it would go the regular way as a treaty approved by a two thirds majority in the senate. Unfortunately, the Republican Party doesn't believe in science like European center-right parties do. Germany's Bundestag ratified the accords by a large majority.

It's easier to get rid of a treaty. The president can do this alone, without the consent of senate.

It's much more toothless than the 1992 Kyoto agreement anyways. Even though Al Gore was pushing for that as VP, not a single Senator supported it.
