In 1972, McGovern was seen as “far-left” for wanting to pardon the draft dodgers, but then Ford pardoned some of them and Carter pardoned the rest.

The war was over I'm guessing? Bit different to pardon draft dodgers while Americans are still dying in 'Nam.
