Another possibility would be using land area in the apportionment calculation, perhaps making it 15% of the broader total. Doing that would not have a massive malapportionment impact overall while massively reducing seat sizes in the area.
Western China is so lightly populated that simply increasing seat number to, say, 650, doesn't do much to make it an easier job.
At 650, I'm fairly sure Tibet still is at one single member, and Qinghai is only at 2. (Unless you switch to something like the Webster Method)
