Is there a program that can get you hypothetical 2020 election results for different fake states? As in random combinations of counties?

Interesting, so just Philadelphia, NOVA and Savannah (!) changes the outcome.

In 2016, just giving the UP of Michigan to Wisconsin and giving the portion of the Florida Panhandle west of the Georgia line to Alabama is sufficient to elect Clinton.

I know about Redrawn the States, but I was wondering if there’s a program that lets you see the states’ changes as percentages or directly compare with 2016’s results?
