Would anyone who didn’t run run if Romney didn’t? Who would get the nomination?

If Romney doesn't run, maybe someone to his right, but still somewhat palatable to a general election audience jumps in and immediately gets traction, possibly a Paul Ryan for example.

In addition, if Romney isn't running, I don't think Huntsman runs in 2012 either. Those two really didn't like each other, and Huntsman really only seemed interested in 2012 to try and knock Romney out. If Romney passes, I think Huntsman might end up as Secretary of State after Obama wins his second term, and steps down sometime in 2015 to prepare for a Presidential campaign in 2016.

Jeb didn't run for reasons that were completely unrelated to who was already running in 2012, otherwise he would have run.

Romney not running after 2008 would be surprising in and of itself, but my guess is that Mike Huckabee runs a Tea Party-adjacent campaign, gets nominated, and loses the election.
