All those independent "city-counties" in Virginia kind of skew the results.

Richmond County (Staten Island): It voted for Bush because it was home to all the NYPD and FDNY members who were directly impacted by 9/11. Next election it'll have a bigger swing back to the Democrats compared to the other Boroughs, which didn't really shift that much in '04.

I agree with your points about the Virginia independent cities and Staten Island.

Anyway, this list really shows how dominant Kerry was in urban areas, since most counties on this list really are suburbs of major cities.
