What do you think of legislatures replacing their legislatures with universal ones, like the ones from the founding of the game to the late 2000s-early 2010s?

Try it out in one region and see how it works. It's more original than any other ideas out there at the moment.

The former Midwest had this. Generally it's better for smaller regions that can't get people to run, but I would prefer it as a last resort only.

If we are going to go back to the past I'd rather go full on late 2000s and abolish the regional legislatures, just keeping the governors.
