It just seems so ingrained into every political movement (big or small) I see, hear, or read about. Everything is either based on resentment or fear against the otherized tribe your chosen political/ethnic/economic/religious group has made your enemy. Too many examples to list.

Yes and no. To me it is true that resentment plays a role in all political ideologies, and sometimes is far stronger than other attributes, however not all ideologies and policies originate from resentment, particularly the 'non-core-spectrum' ideologies like ecologism and anarchism.
