Bills don't pass through Congress in a vacuum or without the administration's knowledge y'all. If a bill passes through Congress and makes it to his desk, its because Biden was directly working with Pelosi, Schumer, Durbin, Clyburn, etc to work out the details, whip votes, and have it actually pass. Nothing that makes it to Biden's desk is going to be passed without his support and knowledge, the optics of a Dem bill being vetoed would be horrific; they'd just quietly kill it off instead.
