More significant progressive legislation got through the 111th so I prefer that, though both congresses were wasted opportunities for Democrats with the majorities they had.

Agree with the first part. While both congresses could and should have done more, we need to look at this through the lens of the era. In reality, the Democratic majorities back then were substantially built on Blue Dogs and Southern Democrats that were not willing to pass more progressive legislation like w broader healthcare reform, let alone a full dismantle of Reaganomics.
