Fort Yates used to be an island...but no longer is thanks to Dutch-style land reclamation around the roads leading in. So I guess it doesn't count.
...not a lot. Grey Cloud Island in Minnesota isn't really an island anymore either because of the same landbridge on the road leading in. Nicollet Island (in Minneapolis) would count though. There are a couple actual islands in the Missouri River between Bismarck and Mandan but I doubt I've been to them because they're not accessible aside from swimming or by boat and are completely undeveloped with no reason to go there. So the only other likely candidates are really small unnammed islands in lakes near where I went camping with my family and whatnot. This question seems to imply actually developed islands where people live, so for that, Nicollet Island and Grey Cloud Island if you're willing to still count it would be it.
