Most of the Plains cities are. Have a look at Sioux Falls. 20%+ growth in four decades in a row now. It's a combination of rural depopulation and migration for affordability.

Relative to metropolitan areas its size, Omaha has done quite well economically.  Also, a rather intellectual community--two medical schools (Creighton and Nebraska) in Omaha for over 100 years.

It's a good place to live:low crime, low traffic, low housing costs, yet 98% of the amenities of a big city.  Despite what boring people* will tell you, there are plenty of things to do.  I see CA, WA and OR plates all the time.  If you can work from home, what kind of moron would do so from the crazy expensive west coast?  Unless you're afraid of the cold, and those people move to Texas or Tulsa.

Combination of many leaving rural parts of Plains, but also low cost of living makes it very attractive for many young people and start up businesses that cannot afford the high costs in many coastal cities.

Semi-related, but Omaha obviously gets a huge influx of tourism in late June every year for the College World Series.  How do locals feel about that?  Do most people appreciate the money and attention that all the fans/games bring, or do they feel more like it's an inconvenience for the city to be full of baseball fans from around the country?
