Tough one, but probably John Major.  While Tony Blair completed it, John Major was the one who started negotiations with Northern Ireland and actually made a strong effort to resolve the crisis unlike his predecessor.  He mentioned that was a big reason for his opposition to Brexit and also his strong disagreement with current PM as worried it would undermine Good Friday Agreement which Tony Blair later signed.
