At this point it doesn't seem like a simple show of force meant to discourage the Ukrainians from taking any actions in the Donbass in the Summer. Moving all this manpower, armor, equipment, and ships (including landing craft) isn't cheap. But why would the Kremlin publicly broadcast all these troop movements if they were planning an actual attack? Isn't it basic military logic to avoid letting your enemies know that you are massing troops and equipment in areas that would be necessary for an offensive attack?

Could be simply a more long-term restationing of troops to the border to let the world know that invading the 2 self-declared republics would be a costly endeavor.

FWIW, it was Ukraine who was first to "uncover" the troop movements.

If I recall correctly the order was:
Ukrainian Media covers + Ukraine officials starts complaining about it > NyT article > Kreml acknowledges the news rapports > Russians (TV) MSM starts to cover it.

May be, 7sergi9 and other Ukrainian posters has a better memory of the timeline.

Oh s**t it’s happening. It’s blatantly obvious the Russians want to find any excuse for an invasion as possible.
We can not allow any bit of Ukraine to fall to the Russians. We must stand strong against their attempts at recreating their awful empire, and Putin’s expansionism can’t be tolerated. This is eerily similar to the justification dictators such as Hitler used to takeover Sudentenland. While Putin is no Hitler, the point remains.
Appeasement will not work, and a clear line must be drawn now, or we risk endangering all our new allies in Eastern Europe.

The main difference is that Hitler did not have nuclear weapons. Putin does.

While Russia must be stopped from taking over Ukraine, that cannot be allowed to trigger WW3 either.

Putin isn't a madman. He knows what'll happen if he uses nukes in an armed conflict with the US. It's in the interest of both sides to keep any armed confrontation conventional.

Russia doesn't want to "take over Ukraine" (as opposed to bits of it) anyway.

the problem with that is that if direct conflict between nuclear powers does not escalate into nuclear war immediately, that may make political decisionmakers more likely to escalate disputes and cause the number of wars to increase quickly.

It's not necessary for the Russians to issue press releases for military moves to serve a political purpose.  Indeed, if they needed a press release to be noticed, it would be counterproductive to Putin's purposes.
