Sam Katz is one of the rare Republicans to perform so well in a mayoral election in such a blue area like Philadelphia. In fact, back in 1999, when he ran for Mayor, he almost got elected against controversial John F. Street by only 7000 votes, by 0.4 percentage points at a time Philadelphia had the 10th largest tax burden in the United States (which may have benefited Katz).
