What if Jeb Bush was elected Governor in 1994 and then ran for President in 2000? How would he have performed? Would he win the general election against Al Gore?

My guess is he wins Florida but loses New Hampshire, Tennessee, Missouri, Ohio, West Virginia, and Arkansas.

The results would have been roughly the same.

Jeb would have won Missouri and Arkansas.  Tennessee, Iowa, and New Hampshire would have been the battlegrounds
