Clinton mistake wasn't about telling the truth his mistake was going before the Grand Jury in August that he didn't have to do and will never be replicated ever by another Prez

Whether or not Clinton told the truth to the Grand Jury, he was still getting impeached. Newt Gingrich would have seen to that.

However, if he had told the truth to the Grand Jury, it's likely that Trent Lott either rigs the trial in Clinton's favor or doesn't let the trial come to the Senate floor at all (I don't believe Newt Gingrich was particularly well liked among Senate Republicans at the time, as they would have blamed him for costing them the Presidency and a chance at gaining more seats in 1996.)

Impeachment comes to a vote, fails as OTL. Both parties significantly less moralistic/prude than in OTL's 2021 without the clinton sex scandal to entrench certain factions more.

Democrats more willing to accept lost elections, less willing to use extralegal stuff so no procedural drama over 2000 or 2016 elections.

Religious right weaker in GOP earlier than OTL.
