Simple, clean amendment to restore the assault weapons ban. Hopefully we can all support this:

Quote
Title 9, Section 6 of the Consolidate Laws of Lincoln Omnibus Act is amended as follows:

(a) In general. —

No individual shall purchase, sell, or possess
(1) bump stocks;
(2) magazines that hold more than 10 rounds of ammunition; and
(3) semi-automatic assault weapons, or semi-automatic rifles, semi-automatic handguns, and semi-automatic shotguns.

On this vote, we have a 2-2 tie. Paging Kaiser.

This amendment seems to be an improvement over the original bill. I added a more reasonable mental health provision.

My amendment fails 2-3.

Objecting to the AGA Amendment for the purpose of getting a vote on it.

We will now proceed to a combined vote on the amendments with votes pending. If both are adopted, we'll iron out discrepancies later. I've trimmed both proposals down to the changes they make from the OP for visibility:

S019 amendment:

(e) Requirements. —

An individual shall apply at a at a drivers license facility to get or renew a Gun License, where they shall —
(1) undergo a universal comprehensive background check;
(2) pass a mental health test issued by a psychologist, if they have a history of mental health issues;
(3)(2) show proof of passing a gun training and safety course at a drivers license facility or on a drivers license facility website; and
(4) pass a gun safety exam at such drivers license facility.

I believe the repeal of the ban on silencers is very bad policy, silencers make gun shots much quieter which make it very hard for police to find active shooters during shooting incidents, this could prolong the duration of the shooting and lead to more deaths, I believe the silencer ban should be reinstated.

Not really, gun shots are still pretty loud even with a silencer.

This amendment gets rid of the ban on semi-automatic shotguns and handguns. I would rather get rid of the ban on assault weapons and semi-automatic rifles too, but I'm not sure if that has the votes to pass. I would also like to add that this bill still doesn't define "assault weapon," so if it's still going to be banned, there has to be some definition.

The definition is "semi-automatic rifles, semi-automatic handguns, and semi-automatic shotgun," pretty sure that the "or" is dividing the word and definition. I can contact the original sponsor of this to ensure that was the intent though.

A handgun can be an assault weapon? Or is the definition just "semi-automatic rifles."

Offering the following to clear up some confusing text, hopefully this can be done without a vote.

Quote
No individual shall purchase, sell, or possess
(1) bump stocks;
(2) suppressors;
(3)(2) magazines that hold more than 10 rounds of ammunition; and
(4)(3) semi-automatic assault weapons or, defined as semi-automatic rifles, semi-automatic handguns, and semi-automatic shotguns.

It has been confirmed in conversations with sponsors that 'or' was the intended dividing line for the definition of the term assault weapon.

24 hours to object to the amendment.

Assuming he still wants one, I'll hold a vote on AGA's amendment to strike the handgun ban once this one is done.
