I'm curious as to the formal implications of "officially declared climate disasters". Does this refer to a formal declaration from the First Minister, the Federal government, state and local authorities, or all of them? I wonder who has the binding authority and whether the issue requires clarification or not.

No objections, upon reflection I agree that no further clarification is required.
