Section 1. Background & Purpose

a. Many companies exploit by pricing out competitors out of the market and control over 50% of the market share for industries. Tactics such as predatory pricing degrade the market. This causes innovation to decline, and as a result, consumers suffer the consequences with poorer product quality. The purpose of this resolution is, broadly, to condemn these practices and reaffirm the enforcement of the federal government to regulate monopolies for consumer protection.
b. The title of this resolution shall be the Market Fairness Resolution of 2021

The purpose of this resolution is to protect the consumer, first and foremost. Secondly, many businesses can take advantage of the market and unduly cause harm to their competitors. It is important to discourage such practices as described in the resolution. I believe this resolution will draw attention to the fact that we need to enforce our existing anti-trust laws.

As a statement of purpose I am generally fine with this opinion but, wouldn't it be more effective as a bill/statute that actually beefs up said enforcement?

It could be introduced as a statute, but I think the language is fine the way it is for the purposes of this resolution.

I don't think these companies care what our opinion is on the morality of their practices though. I think Labor has already taken anti-trust action, but I am happy to work with my colleagues to go further.

Actually its not a sure thing that this thing would even go to the House since it says "Resolution...in the Senate..." as opposed to "Be it resolved in both houses like a prospective joint resolution would normally.

Practically there is little different except the scale of the message being sent. As what is basically as "sense of the Senate resolution" from RL, one would merely carry the weight of a single chamber while a joint resolution would convey a message from the whole Congress if that makes sense.

Spark probably wants the latter obviously and thus we shall proceed as if it is so, but it is worth mentioning that the aspirational text at the top is what tells us what to do with the legislation in question. "Be it enacted in both houses", Be it resolved in both houses", or "be it resolved in both houses that upon ratification by 2/3rds of the Regions, the Constitution shall be amended as follows".
