It's Live Free or Die, the most antitax Northeastern state outside of New Jersey, 90%+ white, New Hampshire Republicans can bash the "Taxachusetts Mass*****".

Why has 2000 been the last time since a Republican presidential candidate carried the state?

This state is socially liberal, and a rather large share of its population has higher education (37% with a college degree). These two factors combine to give Democrats the edge.

New Hampshire is highly educated (#8 in college attainment) and non-religious (#50 in religiosity).

Those are traits strongly associated with the modern Democratic Party.
