This will be held on October 31.

The last one was held on October 31, 2011.

(Actually, a „mini-Census“ is held every year on that date for federal/state/municipal fiscal equalization purposes, but not with the strict quality measures as for the decennial Census.)



I sent an inquiry to STATISTICS AUSTRIA so they can update me on their planning.

The last message I got from them is that the RBC is on track (unlike Germany, which postponed it to 2022 or later).

Why a register-based census ?

Reasons

Register-based censuses are being conducted instead of conventional censuses, because

they are less expensive,
the data is available sooner,
there is no response burden anymore,
a lot of the information needed is available in the different registers,
a time span of 10 years in between the censuses is too long and it would be too expensive to conduct a conventional census more often; register-based censuses can be conducted every 5 years.

Aim

through optimal use of existing registers and administrative data,
through clarification of the definitions of the topics and attributes, and harmonisation if possible,
through improvement of the register quality, if necessary, and
through merging of the registers by unique identifiers
the register-based census should provide the best possible reflection of reality with reasonable costs.

Protection of Data Privacy

In close collaboration with the divisions within the Austrian Federal Chancellery responsible for data privacy and e-government, a data collection and linking method was developed, which eliminates the direct personal references in the data delivered to Statistics Austria while still allowing for linking the records. This is made possible by the e-government law. Each register that has to provide data for the register-based census delivers them with a so-called "branch-specific personal identification number for official statistics” (bPIN OS) and their own branch-specific PIN for every record, both of which are generated by the Federal Ministry for Digital and Economic Affairs. The bPIN OS can only be deciphered by Statistics Austria and does not allow for drawing any conclusions about the persons themselves. Thus, Statistics Austria receives a completely anonymised data set that can be linked with the help of the bPIN OS to the data sets from other registers, which are anonymised in the same way.

Accordingly, better data protection is warranted compared to a conventional census, in which the census personnel, who had to conduct the interviews and review the results, often lived in the same municipality as the interviewed citizens and knew them personally.

Austria's population was 8.933.346 at the beginning of the year, up from 8.901.064 in 2020.

That would produce a population of ca. 8.960 million* for the 2021 Census, up from 8.402 million in 2011, or +6.6%.

That would be the highest 10-year population growth rate since 1900-1910, when it was 11%.

*Due to intensive quality checks during the October Census, the population could be only 8.92 million though.

Here's the reason:

Some people are still on the population register, but have moved abroad without de-registering themselves. Or died. But the cases of deaths not registered are very low and are corrected each year at the mini-census.

So, if STATISTICS AUSTRIA compiles the mass of people they have no "life sign" from out of all the registers (usually around 0.6% to 0.8% of the total population), they start intensive quality checks, such as sending a government letter to the main address of that person several times followed by personal visits. If nothing comes back from those efforts, that person is deleted out of the CPR (central population registry) and official count. With these quality measures, about 40% were still counted in 2011 - with the rest deleted. Some people who request asylum in Austria or workers from abroad often register a main residence, then move abroad again after a few months or years. But also Austrians who settle abroad, sometimes forget to re-register.

The big unknown in a register-based Census are illegals.

This article is 11 years old, but it estimated ca. 100.000 illegal people in Austria at the time, a number that is now probably as high as 180.000 or about 2% of the population.

Illegal people are of no concern in a register based Census, because Austrian residence law only says people with a main residence must be counted.

But there are a lot of people living with friends or relatives and who work in the shadow businesses and often go unnoticed.

The exact amount is unknown: could be 50k or 200k.

Even homeless people are much better accounted for: they are usually registered with a main residence in Vienna etc. - even if they sleep at shelters or rough on the streets.

Dr. Regina Fuchs from STATISTICS AUSTRIA answered my inquiry today, but it was rather short.

She said that they are „on plan“ and don’t expect any delays for the Census in October, because it’s register-based.

She also answered another point I made about counting illegal people in the country: she said that they experienced no lack or decline of discipline for people registering their main residence in the country during past years. Registering a main residence is the basic requirement for a variety of administrative purposes she said: get an apartment, education, work, insurance etc. - therefore the number of illegals should be low (which I kinda doubt).

I like the part where in 2001 they sent a census form to a kangaroo. While kangaroos can read, this kangaroo was in the Southern Hemisphere and the BureauOestrichCensus had printed the form upside down, confusing the kangaroo.

No, there’s no delay.

It gets updated every quarter, but our Census reference date is always Oct. 31

There’s also a mini-Census held every year on this date as well for fiscal equalization purposes.

So, basically you have 5 layers of population numbers:

# the quarterly numbers (the most preliminary ones)
# the preliminary annual numbers for Jan. 1 (released in February every year)
# the final annual numbers for Jan. 1 (released in May every year)
# the annual mini-Census for Oct. 31 (with stricter residency quality checks)
# the 10-year Census for Oct. 31 (with very strict residency quality checks)

Theoretically, they could do the (mini)-Census on Jan. 1 too, but I guess it’s not practical (New Year holidays).

Also, Spain is still using a census-hybrid of questionnaire and registers this year (similar to Germany next year):

Austria, like the Scandinavian countries Sweden, Denmark and Finland, only uses registers without people having to fill out anything.

Only the 0.5% "clarification cases" out of the total population need to respond to government letters to see if they are still "active" and living (in the country) ...

Here is a map that shows the Census methods by country:



The Benelux countries, along with Slovenia and the Scandinavian countries are all-register-based as well.

The US is shown as using the traditional method of using questionnaires only. But the 2020 Census there used for the first time a very small administrative record component: If after repeated efforts by census takers a person was not encountered at a home, IRS or other records would be used. But it's still ca. 98% the traditional method.

Because it’s register-based, there’s probably no reason really to inform the public that much because they don’t have to fill out anything ... but some info would still be nice.

Statistics Austria not only provides an extensive collection of results for the 2021 census year, but also creates annual register-based statistics that are far ahead of traditional census countries such as the USA. In Germany, too, it is still necessary to carry out extensive accompanying surveys in addition to the results from administrative registers. This situation is by no means comparable with Austria, since the register-based processing of the data does not lead to any additional burden on the population.

If the release dates are the same as in 2011 (which she said), the population number for the reference date Oct. 31 will be out a month later on December 1, 2021 (according to the documentation link).

The population and citizenship numbers are the important ones for electoral seat re-allocation and fiscal equalization.

Other data is not that important and will be released later.
