Say Scott Walker or Gray Davis just would have resigned from office after the recall was triggered, what would have happened? Or if Newsom does so in case the signature effort succeeds. Does the recall election still take place against the lt. gov. who ascended to the governorship or becomes that obsolete?

If the election becomes obsolete, an endangered incumbent could theoretically actually resign to save his party from losing the seat. Theoretically, the new gov. could even move ahead and appoint his predecessor lt. gov. before resigning himself and allow the original gov. to return to office. The recall effort would be required to start from the beginning again?

Interesting question. I would assume the recall effort would die that moment, but it might be a question individual state court would have the answer.

From a political perspective, it may cause major public backlash, especially if this is a maneuver to get the previous governor back in power through appointment as the next in line. Kinda doubt even a friendly legislature would approve such a nomination.

It would probably differ from state to state, but I imagine if the governor resigned after the recall was triggered, the recall election would be canceled, but would it then become a special election for governor? Obviously the LG, AG, SoS, State House Speaker, etc. whoever is next in line would be elevated to acting governor, but I think each state handles what happens next differently. You don't see too many special elections for governor, though (West Virginia 2011 and Oregon 2016 are the only two I can think of in recent memory).

At least in CA, Politico believes a resignation would result in cancellation, with the Lt. Gov.-turned-Gov. remaining in office.
