Denmark is much more like the Continent than the rest of Scandinavia is (makes sense, it's connected by land to Germany and separated by water from the rest of Scandinavia).

A few reasons I can think of:

1) Denmark is much further south than most of Norway and Sweden. That means that alcoholism due to depression caused by the long winter nights near the Arctic is not really an issue.

2) Norway and Sweden had very active “free churches” - moralistic Evangelical churches. Denmark did not have a similar phenomenon to anywhere near the same extent, to my knowledge.

3) Denmark has always had a big and important beer industry compared to Norway and Sweden, although this may be a result, rather than a cause, of laxer alcohol laws.

It did, it was just less extreme and was very much focused on stopping house brewing and home made snaps.
