Considering that Bush won Dallas County by fewer than 2 percentage points, it’s almost certain that he lost the actual city of Dallas in 2004. Probably more likely HW in ‘88, as the city tends to vote about 10 points to the left of the county.

My guess is 1972 based off of Nixon getting over 60% in Jefferson county. Although McGovern might have carried it due to Shepherd University's presence. If Nixon didn't carry it in 72, then it's very difficult to say when the last time before that would be, if even at all.
