For a minute I thought we would get a contested sponsorship.

Co-sponsor is really only a symbolic gesture, and has no rights regarding the outcomes of the bill etc unless they go through the process to become sponsor. Its not like a deputy sponsor, its just a symbolic association.

I am in theory supportive of the goals of this bill, but am unsure if I can support this particular method of doing it. All I can say on this particular front is...stay tuned.

For Talleyrand and anyone else examining this bill for the first time, YE's amendment last Congress struck the second clause and we are only considering the 1-year limit at the moment.

With that said, long overdue amendment:

I believe the 9-month figure here was originally a suggestion from razze.

We are bumping up against the March 31st deadline Ninja originally set, so I have also extended that by a week. On MB's suggestion, this has been changed to come into effect after the President signs it.
