1. A registered voter shall only be eligible to vote in elections and referendums within Lincoln if their account was established at least six hundred and seventy-two hours (four weeks) prior to the opening of voting, along with the voter having met all other federal validity requirements."
Section 3; Implementation
1. This act shall take effect immediately upon its passage into law.

In speaking with a broad and bipartisan coalition of legislators, I think that it is abundantly clear that we all feel that a measure of this nature will go a great way to preserving the integrity of our elections and ensuring that voting is not only accessible but secure and fair. I know I have had several conversations on this very topic, and it seems that in general, this is an issue of much political concern. It is my hope that this legislation, the product of comprises on both sides and meaningful bipartisan agreement, will go some way towards helping to improve our election system here in Lincoln. I hope that we can discuss further the provisions of this legislation and work to get to language we can pass into law.

I second the words of Councillor Jonathan and urge the Council to pass this speedily, and hopefully with unanimity given the common sense nature of the proposal.

It is way too close to an election to pass a major change like this. It should at least be amended to take effect for the next month’s election.

The deadline to vote is this Friday so unless this passes before Friday, it should wait until after the elections.

It is not fair to disenfranchise currently eligible voters so close to the election, as this bill would do. I am not opposed to passing this after the election, however for the immediate future I am a No.

This is a common-sense bill designed to mitigate the surge of offsite registration that has plagued our forum. Offsite registration is commonly regarded as something unethical and manipulative in Atlasia, and this bill seeks to mitigate the impacts of the current surge of offsite recruits and dissuade further offsite recruiting from any party that may choose to do it in the future.

I insist on my amendment. Retroactive legislation like this, which would make existing voters that are valid as of today suddenly invalid, has long been taboo in Atlasia and should remain so. Existing validity requirements take effect tomorrow at midnight anyways so the offsite streams are largely already over, this bill simply serves to retroactively disenfranchise people who are already registered.

This was reached through good faith negotiation, I have also reached out to Councillor IBNU for his view on this topic. Let it be known I completely support the amendment as a positive step forward that listens to the concerns of voters while maintaining the integrity of the proposal.

I would like to remind our friend from the South that her proclivity for arriving in these threads to insult the members of this body and offer no substance to the debate is grounds for ejection from the chamber.

I would feel comfortable signing S019's amended version of the bill, as it addresses a few of my initial concerns and tackles an issue that I believe is urgent.

It would be fair and common sense to delay implementation of this bill until after the election, since it would be extremely unfair to disenfranchise voters who have joined this region.

There will be votes on all the amendments, not to worry, I'm under the understanding someone would like to post substantial remarks. Then every proposal will get a vote without prejudice.

Edit: Since you introduced your amendment first, your amendment will go first.
