Not specifically what you want (or maybe it is).

There are shapefiles for city council districts.

There are shapefiles and demographic data sets for Community Districts (approximate) - based on PUMAS - there are 59 CD's and 55 PUMA's. I think NYC treats large public spaces such as Central Park, etc. specifically. If these PUMA's are the same as the Census Bureau PUMA's there may be a wide range of census data available.

PUM is Public Use Microdata, which if I understand correctly is the raw census data, particularly the ACS - with geographic identifiers stripped, and perhaps some data suppressed. If the sample happened to include Michael Bloomberg, you might be able to deduce how many toilets he has (ACS includes income data, so if the income is shown as "Overflow, too large for field", you would know it is Bloomberg.

But for example, the ACS asks for ancestry from everyone, but the compiled ancestry only shows for European and African Ancestries. Someone who is of mixed Chinese-German ancestry, would show up as being German ancestry, but of either Chinese "race", or Chinese + White depending on the data supplied by the respondent.

There is also ACS data for NTA (Neighborhood Tract Area) which correspond to whole census tracts. ACS data is reported down to the tract level, and includes both an estimate and an error range. Smaller samples obviously have larger relative errors. The Census Bureau will do custom compilations for a fee, but I think includes instructions how to calculate errors for composite areas.

That is, the estimate for several census tracts, is the sum of the estimates for the individual census tracts, but the error is not less than the sum.

Anyhow it is conceivable that your question was about NTA or CD, rather than city council districts (even if you didn't realize that was what your question was about).

I did find a set of maps showing language by city council district, so there is quite likely additional demographic data by city council district. If you go to the city council website, you can get maps of the district for each member along with the neighborhoods represented, but not the demographic data. You might ask council members whether they have that information. If you can get any to reply, ask them for the source.
