1. No person in the Southern Region who owns, operates, or manages any hotel, motel, inn, or hostel, shall rent or make available for rent the same room more than once between the hours of 8:00 PM and 8:00 AM.

2. No person in the Southern Region who owns, operates, or manages any hotel, motel, inn, or hostel, shall rent or make available for rent any room by the hour.

3. Any hotel, motel, inn, or hostel in the Southern Region shall maintain a registry of its room rentals. Such registry shall be completed using indelible ink and contain at minimum, the name of the customer renting a room, the room number rented, check-in time, and check-out time. Records compiled under such registry shall be maintained for a period of no less than five (5) years after which time the records may be destroyed.

4. The owner, operator, or manager of any hotel, motel, inn, or hostel in the Southern Region shall make its registry available to law enforcement upon presentation of a search warrant.

5. A violation of this act shall be a misdemeanor punishable by imprisonment for no more than one (1) year, a fine if no more than $10,000.00, and disgorgement of any profits.

6. This act shall take effect 120 days after the date of passage.

SOUTHERN POETRY ACT

1. The month of September of every year is hereby declared to be Southern Poetry Month. During Southern Poetry Month, all public schools shall encourage and promote the importance of poetry and Southern poets to students. Such schools may fulfill this task either through focused curriculumn, designated reading time in class, or events or activities involving the reading of poetry by Southern poets. A particular focus shall include the works of Sidney Lanier, Langston Hughes, Paul Hayne, James Randall, Abram Ryan.

2. $10 million from the Education Trust Fund is hereby appropriated for the purpose of acquiring, printing if necessary, and distributing poetry books to public schools to facilitate Southern Poetry Month.

3. $25,000.00 from the Public Monument Art Trust Fund (PMATF) is hereby authorized and appropriated to clean and repair the monument to Abram Ryan (1949) in New Orleans, Louisiana.

4. $25,000.00 from the PMATF is hereby authorized and appropriated to clean and repair the fountain dedicated to Abram Ryan (1932) in Houston, Texas.

5. $25,000.00 from the PMATF is hereby authorized and appropriated to clean and repair the statue of Abram Ryan (1913) in Mobile, Alabama.

6. $1,000.00 from the PMATF is hereby authorized and appropriated to clean and repair the historic marker dedicated to Abram Ryan in Norfolk, Virginia.

7. $25,000.00 from the PMATF is hereby authorized and appropriated to clean and repair the fountain dedicated to Abram Ryan (1932) in Houston, Texas.

8. $25,000.00 from the PMATF is hereby authorized and appropriated to clean and repair the monument dedicated to Sidney Lanier (1941) at Johns Hopkins University in Baltimore, Maryland.

9. $25,000.00 from the PMATF is hereby authorized and appropriated to clean and repair the monument dedicated to Sidney Lanier (1914) in Atlanta, Georgia.

10. $25,000.00 from the PMATF is hereby authorized and appropriated to clean and repair the monument and historic marker dedicated to Sidney Lanier (1932 and 1956 respectively) in Brunswick, Georgia, and to retrieve a live cutting Lanier's Oak to be grafted and grown into a descendant oak tree on the Southern Capitol grounds.

11. Any project receiving funds from the PMATF pursuant to this act shall be subject to all requirements required under the Monumentally Important Act.

12. It is the position of the Southern Region that the Sidney Lanier High School Poets have a wonderful mascot.

Whereas, traditional holiday ornaments and decorations, including but not limited to crèches, trees, wreaths, mennorahs, candy canes, crucifixes, depictions of Santa Claus or the Easter Bunny, eggs, candles, lights, and dreidels have a legitimate secular purpose within a larger holiday display to celebrate the season and the origins of Christmas or Easter which has long been a part of Western culture.

Now, therefore be it enacted by the Southern Region the following:

1. Nothing in Southern law shall be interpreted or construed to prohibit or limit the Regional government, or any State or local government therein from funding or displaing traditional holiday ornaments and decorations to celebrate holidays.

2. This act shall take effect immediately.

2. Any student wrongfully disciplined or retaliated against pursuant to this law may maintain a civil lawsuit seeking any necessary equitable relief and reasonable legal costs.

3. It is the intent of this act to overturn the decision in West v. Derby Unified School District, 206 F.3d 1358 (10th Cir. 2000).

4. This act shall take effect January 1, 2023.

A. Public zoo means a park, institution, or other place in which living animals are kept, housed, cared for, and exhibited to the public. This shall not include any property used in connection with agriculture or scientic research.

B. Wildcat Rescue means an organization that keeps, houses, cares for, or exhibits to the public listed endangered species of the animal family felidae.

 2. No public zoo or wildcat rescue in the Southern Region shall keep or house any animal in a cage or pen unless such cage or pen provides adequate space for the animal to stand upright, lie down fully, stretch, or walk at least ten (10) paces in any direction from the center of the cage or pen.

3. No public zoo or wildcat rescue in the Southern Region shall pay or compensate any employee, contractor, agent, or volunteer with expired meat or meat that was unfit for sale for human consumption when acquired by the zoo.

4. If any volunteer at a public zoo or wildcat rescue in the Southern Region volunteers more than twenty (20) hours in a one (1) week period, such volunteer shall be classified as an employee for all relevant employment laws.

5. No public zoo or wildcat rescue shall euthanize any listed endangered species in its care, custody, or control, except to prevent prolonged suffering from an injury or illness from which the animal is unlikely to recover. This shall not affect the right to self-defense or defense of others.

6. No person shall transport any animal of the animal family felidae for a commercial purpose in the Southern Region if the animal is aged less than six (6) months and is a listed endangered species. For purposes of this provision, selling photographs of a customer with such an animal or renting the animal for a designated play time shall constitute a commercial purpose. For purposes of this provision, the general exhibition of such an animal in a public zoo shall not be considered a commercial purpose if such public zoo has the capacity to keep, house, care for, or exhibit to the public such animal for the entire span of such animal's natural life.

7. The Southern Region hereby authorizes the Attorney General to investigate the August 18, 1997 disappearance of Don Lewis.

8. A violation of any provision of this act shall be a misdemeanor punishable by imprisonment for no more than one (1) year, a fine of no more than $25,000.00, and disgorgement of any profits.

9. This act shall take effect January 1, 2023.

Any person in the Southern Region who contracts to perform thermal pest control services in a building or structure shall notify in writing the local fire department thereof at least five (5) days prior to the conducting of such services. The local fire department may impose reasonable safety restrictions including but not limited to managing eggress, limiting unnecessary combustion risks or structural failures, and the temporary disabling of smoke detectors, fire alarms, and fire suppression systems when necessary.

4. Any person in the Southern Region who plans, organizes, or conducts the release of unmanned paper lanterns containing an open flame shall notify in writing the local fire department thereof at least five (5) days prior to the conducting of such release. The local fire department may impose reasonable safety restrictions to limit unnecessary combustion risks or when necessary for the public safety, prohibit such release.

5. A violation of any provision of this act shall be a misdemeanor punishable by a fine of no more than $10,000.00.

6. This act shall take effect thirty (30) days after the date of passage.

A. Any school, college, university, or professional sports team that changes the nickname or mascot of its sports team or teams from a nickname or mascot identified above shall be ineligible to receive public funding for no less than ten (10) years unless such change is reversed.

B. Any school, college, university, or professional sports team that has changed the nickname or mascot of its sports team or teams from a nickname or mascot identified above within the twenty (20) years prior to this act shall reverse such change within one (1) year of the passage of this act. The failure to reverse such change shall result in the school, college, university, or professional sports team being ineligible to receive public funding for no less than ten (10) years subsequent to the passage of this act unless such change is reversed.

3. No school, college, university, or professional sports team in the Southern Region that receives public funding shall prohibit the playing of the Atlasian or Southern Anthems, any designated culturally significant Southern Song, or the Eyes of Texas Are Upon You. A violation of this provision shall result in the school, college, university, or professional sports team being ineligible to receive public funding for no less than five (5) years subsequent to the passage of this act unless such prohibition is reversed.

4. No school, college, university, or professional sports team in the Southern Region that receives public funding shall prohibit fans in attendance at any sportimg event from waving or displaying the Atlasian Flag or any previous versions of the Atlasian Flag, any former flag of the United States of America, the Confederate States of America, or Israel,  any current or former flag of any Region of Atlasia, the current or former flag of any State in Atlasia, the current or former flag of any locality or territory in Atlasia, the current or former flag of any military branch or unit of Atlasia, the United States of America, the Confederate States of America, or any Region or State therein, or the POW/MIA flag. A violation of this provision shall result in the school, college, university, or professional sports team being ineligible to receive public funding for no less than five (5) years subsequent to the passage of this act unless such prohibition is reversed.

5. For purposes of this act the National Association for Stock Car Auto Racing (NASCAR) shall constitute a professional sports team.

6. This act shall take effect January 1, 2023.

MEDICAL MALPRACTICE CLARIFICATION ACT

1. As used in this act:

A. Experimental treatment means the prescription or administration of any drug identified in the Osteoporosis Eradication Act or the Mental Health Funding Act or any surgery or procedure prohibited by the Major Minor Surgery Act, the Buck V. Bell Was Bad Act, or the Body Mutilation Is Not Healthcare Act.

B. The term experimental treatment does not include:

i. an experimental treatment that is performed on an individual with respect to whom a physician has determined through genetic or biochemical testing that the individual does not have normal brain chemical, steroid, or hormone production or action, for a healthy individual of the same age and sex;

ii. the treatment of any infection, injury, disease, or disorder that has been caused or exacerbated by the performance of an experimental treatment without regard to whether the experimental treatment was performed in accordance with law or whether the experimental treatment is covered by the private right of action herein;

iii. any experimental treatment undertaken because the individual suffers from a physical disorder, physical injury, or physical illness that would, as certified by a physician, place the individual in imminent danger of death or impairment of major bodily function unless the experimental treatment is performed; or

iv. any experimental treatment consisting solely of the prescription or administration of adderall or any other FDA-approved drug for the treatment of severe attention deficit disorders.

2. A medical practitioner who performs an experimental treatment on an individual who is less than nineteen (19) years of age shall be liable to the individual if injured (including any physical, psychological, emotional, or physiological harms) by such experimental treatment, related treatment, or the aftereffects of the experimental treatment.

3. An individual covered by section (2) above who receives an experimental treatment from a medical practitioner (or a representative, including a legal guardian, on behalf of such individual) may, not later than the day that is thirty (30) years after the date on which the individual turns nineteen (19) years of age, bring a civil action against such medical practitioner in a court of competent jurisdiction for:

A. declaratory or injunctive relief;

B. compensatory damages;

C. punitive damages; and

D. attorney’s fees and costs.

4. This act shall take effect January 1, 2023.

1. This law shall be known as the Stop Transmissible Diseases Act or the S.T.D. Act.

2. 3. If a person is convicted of a violation of this act on three (3) or more occasions within a five (5) year period, such conviction shall be punishable by imprisonment for no less than 60 days and no more than one (1) year and a fine of no less than $5,000.00 and no more than $10,000.00.

4. For purposes of this act, discarding or disposing of a used syringe, hypodermic needle, condom, tampon, or sanitary pad in a trashcan or waste bin shall not be considered a violation of this act.

5. This act shall take effect January 1, 2023.
