MONKEYPOX PREVENTION ACT

TITLE I: PURPOSE AND ENACTMENT

1. The Southern Chamber of Delegates does hereby pass this act to protect the public health and morals of the Southern Region, so as to reduce the public risk of transmissible and preventable diseases and prevent another pandemic.

2. This act shall take effect immediately and unless otherwise specified herein, shall expire ninety (90) days after the date of enactment.

TITLE II: MONKEYPOX

1. As protecting the health of the public from the potential spread of transmissible and preventable diseases is a compelling governmental interest firmly rooted within the plenary power of the Southern Region, in furtherance of this goal, the Southern Region hereby recognizes and enacts the following which shall expire ninety (90) days after the date of enactment:

A. That the Centers for Disease Control (CDC) has warned that a dangerously virulent strain of monkeypox is spreading domestically in the Southern Region; and that sexual intercourse and close contact elevate the risk of spreading monkeypox;

B. That accordingly, to protect the public against the risk of such harmful health impacts, in all States and external territories of the Southern Region, any person who knowingly and consensually:

i.  participates in group sexual intercourse involving three (3) or more persons, shall be guilty of a civil infraction punishable by a civil penalty of $500.

ii. advertises, solicits, or offers, to participate in group sexual intercourse involving three (3) or more persons shall be guilty of a civil infraction punishable by a civil penalty of $500.

iii. produces, distributes, publishes, sells, transmits, finances, possesses with the intent to distribute, publish, sell, or transmit, or makes any attempt to produce, distribute, publish, sell, transmit, or finance an obscene item depicting or purporting to depict persons engaged in group sexual intercourse involving three (3) or more persons shall be guilty of a felony punishable by imprisonment for no less than one (1) year and no more than three (3) years and a fine of $10,000. Any person convicted of this provision shall be required to register as a sex offender and shall be ordered to attend an appropriate treatment program or obtain psychiatric or psychological counseling.

iv. All civil penalties and criminal fines collected under this act shall be deposited into a special fund for the purpose of funding advertising, research, and programs targeted at reducing the spread of sexually transmissible diseases, provided that no such program shall consist of the exchange or distribution of needles or pipes necessary to consume narcotics.

v. The Governor, in coordination with local officials is hereby empowered to declare parades and public festivals or events as superspreader events and promulgate regulations to limit the spread of monkeypox at such parades, festivals, or events.

2. As protecting the health of the public from the potential spread of transmissible and preventable diseases is a compelling governmental interest firmly rooted within the plenary power of the Southern Region, in furtherance of this goal, the Southern Region hereby recognizes and enacts the following which shall remain in place until nodified or repealed by the Southern chamber:

A. No service provided by a bath house in the Southern Region may be carried on within any cubicle, room, or booth, or in any area within a public bath house by whatever designation whatsoever which is fixed with a door capable of being locked.

B. No bath house in the Southern Region may permit sexual activities to occur onsite.

C. Every person in the Southern Region who engages in or conducts a public bath house as herein defined shall keep a daily register, approved in form by the Attorney General, of all patrons by name, address, and hour of arrival, and the room or cubicle assigned, if any. Said daily register shall be subject to inspection with an administrative warrant and shall be kept on file for three (3) years.

D. For purposes of this act, Bath House means any place open to the public including private clubs or organizations wherein any person, firm, association, corporation or partnership engages in, conducts or carries on, or permits to be engaged in, conducted or carried on Russian, Turkish, Finnish, Swedish, hot air, vapor, electric cabinet, steam, mineral, sweat, salt, Japanese, sauna, fomentation, alcohol, or baths of any kind whatsoever are given or furnished, provided that such term shall not include ordinary tub baths where an attendant is not required.

Whereas, Al-Bukhaari, at hadith 5163 has reported that Allah’s Prophet (peace be upon him) said “Whoever keeps a dog, except a dog for herding livestock or a dog that is trained for hunting, two qirats will be deducted from his reward each day”; and

Whereas, Al-Bukhaari, at hadith 2849 has reported that Allah’s Prophet (peace be upon him) said “Good will remains on the foreheads of horses until the Day of Resurrection”; and

Whereas, miniature horses are capable of being trained to perform tasks to assist persons wirh disabilities.

Now therefore, be it resolved and ordained that the Southern Region passes this act to expand opportunities for the disabled to receive accomodations for their service animals.

1. Any reference to service animal, seeing eye dog, or hearing dog in any Regional, State, or local law, regulation, or policy shall be interpreted to definitionally include, mutatis mutandis properly trained minature horses. Entities covered by disability accomodation law must modify their policies to permit miniature horses as service animals where reasonable. The following assessment factors shall be used to assist entities in determining whether miniature horses can be accommodated in their facility:

A. whether the miniature horse is housebroken;

B. whether the miniature horse is under the owner’s control;

C. whether the facility can accommodate the miniature horse’s type, size, and weight; and

D. whether the miniature horse’s presence will not compromise legitimate safety requirements necessary for safe operation of the facility.

2. This act shall take effect January 1, 2023.

HOMICIDE PREVENTION ACT

1. It shall be a misdemeanor punishable by imprisonment of no more than ninety (90) days and a fine of no more than $5,000.00 for any person, by publication, lecture, film or video, advertisement, or by the sale or circulation of any publication, or through the use of a referral agency for profit, or in any other manner, encourage or promote the performing of an abortion or the inducing of a miscarriage in the Southern Region which is prohibited by law. For purposes of this act the displaying or brandishing of a coathanger in conjunction with references to unlawful abortion creates a rebuttable presumption of a violation of this law.

2. It shall be a misdemeanor punishable by imprisonment of no more than ninety (90) days and a fine of no more than $5,000.00 for any person to distribute within the Southern Region or to mail, import, or transport into the Southern Region, any abortion drug as defined by Regional law, in violation of any Regional law.

3. No abortion drug shall be distributed or dispensed to an end-use consumer, except at a licensed medical clinic by an FDA-registered doctor or physician who has admitting privileges at a hospital within 100 miles of the medical clinic following an in-person consultation during which any information required to ensure informed consent is shared with the patient.

4. This act shall take effect July 1, 2022.

The Southern Region, being a region of free, indepenent people, hereby condemns and vows to fight by all available means the globalist, internationalist conspiracy known alternatively as the Great Reset, Build Back Better, and Agenda 21, which seeks to have Southerners subordinate their sovereignty to anti-democratic foreigners, sacrifice economic growth, property rights, and consumption to placate exaggerated climate alarmism, and embrace a dystopian reality.

2. No State or locality in the Southern Region shall enact or enforce any zoning restriction that requires pod-based housing units, car-free accessibility, or smart growth, nor shall any such zoning restriction entirely prohibit Golf Courses, gun stores, gunsmithing, or shooting ranges.


TITLE II: I WILL NOT EAT THE BUGS

1. All commercial food products to be sold in the Southern Region that intentionally contain insects, arachnids, or worms shall be so labeled at the time of processing and packaging. The label must include, at a minimum, the name of the person or organization preparing the food product, the genus, species, and common name of the insects, arachnids, and worms contained therein, and a statement that the product is "fake bug meat". All labels must be affixed to portions or packages prior to release from the wholesaler’s premises. The seller of a food product labeled as pursuant to this paragraph shall not remove the label of any food until the sale or use of the product. A violation of this paragraph shall be classified as a misdemeanor punishable by a fine of no more than $1,000 and imprisonment for no more than ninety (90) days. No regional, State, or local public funds shall be expended to purchase a product labeled under this paragraph.

2. All commercial food products to be sold in the Southern Region that intentionally contain artificial 3D printed meat shall be so labeled at the time of processing and packaging. The label must include, at a minimum, the name of the person or organization preparing the food product and a statement that the food product is "fake 3D printed meat". All labels must be affixed to portions or packages prior to release from the wholesaler’s premises. The seller of a food product labeled as pursuant to this paragraph shall not remove the label of any food until the sale or use of the product. A violation of this paragraph shall be classified as a misdemeanor punishable by a fine of no more than $1,000 and imprisonment for no more than ninety (90) days. No regional, State, or local public funds shall be expended to purchase a product labeled under this paragraph.

3. All commercial food products to be sold in the Southern Region that intentionally contain meat from artificially cloned animals shall be so labeled at the time of processing and packaging. The label must include, at a minimum, the name of the person or organization preparing the food product and a statement that the food product is "fake cloned meat". All labels must be affixed to portions or packages prior to release from the wholesaler’s premises. The seller of a food product labeled as pursuant to this paragraph shall not remove the label of any food until the sale or use of the product. A violation of this paragraph shall be classified as a misdemeanor punishable by a fine of no more than $1,000 and imprisonment for no more than ninety (90) days.

4. No commercial food products to sold in the Southern Region shall intentionally contain meat from a prohibited human-animal chimera as defined by law. A violation of this paragraph shall be classified as a felony punishable by a fine of no more than $100,000 and imprisonment for no more than ten (10) years.

5. No State or local government in the Southern Region shall impose a tax on meat, meat products, or methane or carbon dioxide produced by commercial food animals.


TITLE III: ENACTMENT

1. This act shall take effect thirty (30) days from the date of passage.

- Big Cyprus; Cleaning and repairing the 2003 Osceola statue (F. White) located on the Seminole Reservation.

- Cape Canaveral; Commissioning and dedicating a new sculpture of Astronaut John Young to be located near the NASA headquarters. Such sculpture shall be a bronze cast copy of the sculpture on display in the Southern Capitol.

- St. Augustine; Cleaning and repairing the 1920 William Loring monument located in Plaza Square.


Georgia

- Atlanta; Commissioning and dedicating a new sculpture of civic leader Martin Luther King, Jr. to be located near the Martin Luther King Birthplace Museum. Such sculpture shall be a bronze cast copy of the 2017 Martin Luther King, Jr.  Statue (M. Dawe) presently on display on the Capitol grounds in Atlanta. The reverse of the statue base shall feature a relief of a black power fist shattering chains

- Augusta; Cleaning and repairing the 1913 Four Southern Poets monument (Tennessee Granite & Marble) located on Broad Street in Augusta.

- Stone Mountain; Repairing the edge of the giant relief located in Stone Mountain State Park.


Kansas

- Lawrence; Cleaning and repairing the 1924 James Green statue (D. French) located on the grounds of Kansas University.

- Lawrence; Commissioning and dedicating a new monument to the Kansans who were killed or wounded during the Bleeding Kansas period to be located near the courthouse in Lawrence. One facade of the monument shall list the names of the victims.

- Kanarado; Commissioning and dedicating a new monument to the Southerners who were killed or wounded by soldiers of Fremont or Atlasia during the 2022 Invasion of Kansas to be located near the primary border crossing into Kansas in Kanarado. One facade of the monument shall list the names of the victims.

- Topeka Civil Rights; Commissioning and dedicating a new monument to the Civil Rights heroes who staged the first sit-in protest to be located near the courthouse in Lawrence.


Kentucky

- Covington; Commissioning and dedicating a new sculpture of the explorer York to be located in Devou Park in Covington. Such sculpture shall be a bronze cast copy of the 2003 York Statue (E. Hamilton) presently on display in Riverfront Plaza in Louisville, KY. The reverse of the statue base shall feature a relief of a black power fist shattering chains

- Hopkinsville; Cleaning and repairing the 1924 Jefferson Davis monument obelisk located at the Jefferson Davis Birthplace Historic Site in Hopkinsville.

- Murray; Cleaning and repairing the 1917 Civil War monument (McNeel Marble) located at the Courthouse in Murray.


Louisiana

- Baton Rouge; Commissioning and dedicating a new statue to Governor Edwin Edwards to be located on the Capitol grounds in Baton Rouge. The reverse of the statue base shall feature a relief of a black power fist shattering chains in its grip and the phrase "He saved us from the Klan."

- New Orleans; Cleaning and repairing the 1884 Margaret Haughery statue (G. Mugnier) located at Margaret Park in New Orleans.

- Thibodeaux; Commissioning and dedicating a new sculpture of Chief Justice Edward White to be located at the E.D. White Historic Site in Thibodeaux. Such sculpture shall be a bronze cast copy of the 1955 Edward White statue (A. Morgan) presently on display on the Supreme Court grounds in New Orleans, LA.


Maryland

- Baltimore; Commissioning and dedicating a new sculpture of athlete George "Babe" Ruth to be located near the Babe Ruth Museum in Baltimore. Such sculpture shall be a bronze cast copy of the 1995 Babe Ruth statue (S. Luery) presently on display near Camden Yards Stadium in Baltimore.

- Ellicott City; Commissioning and dedicating a new sculpture of civil rights hero Harriet Tubman to be located near the courthouse in Ellicott City. Such sculpture shall be a bronze cast copy of the 2020 Harriet Tubman statue (Studio EIS) presently on display in the Capitol in Annapolis.The reverse of the statue base shall feature a relief of a black power fist shattering chains

- Easton; Cleaning and repairing the 1916 Civil War monument (W. Mullins) located at the Courthouse in Easton.


Mississippi

- Greenwood; Commissioning and dedicating a new statue to lynching victim Emmit Till to be located at the Courthouse in Greenwood. The reverse of the statue base shall feature a relief of a black power fist shattering chains in its grip.

- Greenwood; Cleaning and repairing the 1913 Civil War monument located at the Courthouse in Greenwood.

- Oxford; Commissioning and dedicating a new statue to novelist to William Faulkner to be located on the campus of the University of Mississippi in Oxford.

- Ripley; Cleaning and repairing the 1889 William Falkner monument (Rogers & Sons) located at the Ripley Cemetery in Ripley.


Missouri

- Independence; Commissioning and dedicating a new monument to the mormons who were killed or expelled during the Mormon War to be located near the courthouse in Independence. One facade of the monument shall list the names of the victims.

- Jefferson City; Commissioning and dedicating a new sculpture of authir Mark Twain to be located on the Capitol Grounds in Jefferson City. Such sculpture shall be a bronze cast copy of the 1913 Mark Twain statue (F. Hibbard) presently on display at Riverview Park in Hannibal, MO.

- St. Louis; Commissioning and dedicating a new sculpture of Indian explorer Sacagawea to be located near the Gateway Arch in St. Louis. Such sculpture shall be a bronze cast copy of the 1914 Sacagawea statue (L. Crunelle) presently on display at the Atlasian Capitol in Nyman, D.C.


North Carolina

- Durham; Cleaning and repairing the six statues located at the entrance of the Duke University Chapel in Durham.

- Greensboro; Cleaning and repairing the 1888 Civil War monument (Bakewell & Mullins) located at the Green Hills Cemetery in Greensboro.

- Guilford Courthouse;  Commissioning and dedicating a new monument to the American soldiers and militia who died in the Battle of Guilford Courthouse to be located near the Nathaniel Greene statue at Guilford Courthouse National Battlefield. One facade of the monument shall list the names of the casualties.


Nyman, D.C.

- Commissioning and dedicating a new sculpture of the City planner Pierre L'Enfant to be located near the Smithsonian Institute. Such sculpture shall be a bronze cast copy of the sculpture on display in the Southern Capitol.

- Cleaning and repairing the 1901 Albert Pike Statue (G. Trentanove) presently on display near the Metropolitan Police Department in Nyman, D.C.

- Commissioning and dedicating a new sculpture of the actor Samuel L. Jackson to be located in Emancipation Park in Nyman, D.C. Such sculpture shall be a bronze cast copy of the sculpture on display in the Southern Capitol. The reverse of the statue base shall feature a relief of a black power fist shattering chains


Oklahoma

The reverse of the statue base shall feature a relief of a black power fist shattering chains

- Galveston; Commissioning and dedicating a new monument to the last slaves who were read the Emancipation Proclamation on Juneteenth to be located adjacent to the Civil War monument in Galveston. One facade of the monument shall include an inscription of the Emancipation Proclamation and the opposite facade shall feature a relief of a black power fist shattering chains in its grip.

- San Antonio; Cleaning and repairing the 1936 Alamo Cenotaph (P. Coppini) located at the Alamo in San Antonio.

- Waco; Commissioning and dedicating a new monument to the Davidians who were killed or wounded during the 1993 federal attack on Mt. Carmel church to be located near the site of Mt. Carmel in Waco. Such monument shall list the names of the victims.


Virginia

- Ararat; Commissioning and dedicating a new sculpture of the soldier J.E.B. Stuart to be located at the J.E.B. Stuart Birthplace museum in Ararat. Such sculpture shall be a bronze cast copy of the 1907 J.E.B. Stuart statue (F. Moynihan) presently on display on Monument Avenue in Richmond.

- Charlottesville; Commissioning and dedicating a new sculpture of the Revolutionary hero Jack Jouett to be located near City Hall in Charlottesville.

- Farmville; Commissioning and dedicating a new sculpture of the civil rights hero Barbara Johns to be located near the courthouse in Farmville. The reverse of the statue base shall feature a relief of a black power fist shattering chains

- Richmond; Cleaning and repairing the six monuments (A. Ashe; J. Davis; T Jackson; R. Lee; M. Maury; J. Stuart) presently located on Monument Avenue in Richmond.


West Virginia

- Harper's Ferry; Cleaning and repairing the 1931 Heyward Shepherd monument located near John Brown's Fort in Harper's Ferry.

- Logan; Commissioning and dedicating a new monument to the workers who were killed or wounded during the Battle of Blair Mountain to be located near the courthouse in Logan. Such monument shall list the names of the victims.

- Moundsville; Cleaning and repairing the 1909 Civil War monument (Miles & Grandstaff) located in the downtown square in Moundville.

2. A bronze cast copy shall be made of each statue cleaned, repaired, copied, or newly commissioned under this Executive Order for display in the Soutjern Sculpture Museum in Atlanta.

3. All necessary paperwork and covenants to carry out this Executive Order shall be secured by the Attorney General.

4. To offset the costs of this Executive Order, I hereby order the purchase of enough silver bullion to mint 50,000 one ounce commemorative tokens of each of the 63 statue or monument subjects to be sold to the public at a price of $35 per token for an anticipated credit of $32 Million to the PMATF, with a net change to the PMATF of +$17 Million.

5. This Executive Order shall take effect immediately.

It is so ordered.

- Jefferson City; Commissioning and dedicating a new monument to Senator David Atcheson to be located on the Capitol grounds. The statue shall be a bronze casting of the 1928 statue currently located in Plattsburg, MO.

- Mansfield; Commissioning and dedicating a new sculpture of author Laura Ingalls Wilder to be located near the Wilder Museum.


North Carolina

- Charlotte; Commissioning and dedicating a new monument to NASCAR driver Dale Earnhardt near Charlotte Motor Speedway.

- Greensboro; Commissioning and dedicating a new monument to the participants of the first sit-in civil rights protest in North Carolina near the Civil Rights Museum.
