Section I — Title
This bill may be cited as the Fireworks Ban For Consumers Act

Section II — Purpose
1. The intention of the act is to reduce and regulate the use of fireworks given use of fireworks has the following possible side effects.

a. each year, they injure thousands of people and cause millions of dollars in property damage, esp. due to non-professional use of fireworks

b. Fireworks are known to cause a lot of noise pollution and can be detrimental to your hearing due to the high amounts of sound produced, which can cause harm to sensitive humans and animal life: to both yourself, your pets and wildlife

c. when the fireworks go off, the metal salts and explosives undergo a chemical reaction that releases smoke and gases into the air. That includes carbon dioxide, carbon monoxide, and nitrogen—three greenhouse gases that are unfortunately responsible for climate change.

Section III - Banning Firework for Consumers

1. Lincoln will ban the use of fireworks for consumers. The production, marketing, sale, use and distribution of fireworks will be outlawed in the region of Lincoln.

2. Infractors will be fined, first-time offenders receive a 2500 dollar fine. Repeated offenders risk prison sentences.

3. On certain days and certain events, public display of fireworks organized by cities will be allowed if safety standards and restrictions will be followed and after approval of the proposal of the regional government.

4. In those cases, people can receive a special assignment that will safeguard them temporarily for infractions on rule 1.

Section IV - Effective Date
The act will take place effective June 1, 2023 unless otherwise stated.
