LINCOLN HIGH SPEED RAILWAY NETWORK

Section I — Title
This bill may be cited as the Lincoln High Speed Railway Network Act

Section II — Lincoln HST Railway System



The Lincoln HST Network will have the following lines

1. Line 1 is 625.11 km long and will extend from Philadelphia, PA to Portland, ME and will have the following stops:
a. Philadelphia, PA
b. Trenton, NJ
c. New York, NY
d. New Haven, CT
e. Harftord, CT
f. Springfield, MA
g. Worcester, MA
h. Boston, MA
i. Portsmouth, NH
j. Portland, ME

2. Line 2 is 1177.89 km long and will extend from New York City to Detroit and will have the following stops
a. New York City, NY
b. Albany, NY
c. Syracuse, NY
d. Rochester, NY
e. Buffalo, NY
f. Erie, PA
g. Cleveland, OH
h. Toledo, OH
i. Detroit, MI

3. Line 3 is 1464.04 km long and will extend from Philadelphia, PA to Milwaukee, WI and will have the following stops
a. Philadelphia, PA
b. Harrisburg, PA
c. Pittsburgh, PA
d. Youngstown, OH
e. Columbus, OH
f. Cincinatti, OH
g. Indianapolis, IN
h. Chicago, IL
i. Milwaukee, WI

4. Line 4 will extend from Milwaukee, WI to Detroit, MI and will have the following stops
a. Milwaukee, WI
b. Chicago, IL
c. Fort Wayne, IN
d. Toledo, OH
e. Detroit, MI

4.2 The sections Milwaukee-Chicago, IL and Toledo, OH-Detroit, MI will use already built infrastructure because of Line 3. 397 km of new infrastructure will be built.

4.3 The lines were carefully designed to avoid other regions territories, like for example the West Virginian panhandle.

Section III — Lincoln MST Connection Lines

The following lines will use medium speed railway network for which the following lines will be built.

1. Columbus, OH to Cleveland, OH (201.35km)
2. Milwaukee, WI to Madison, WI (121.26km)
3. Grand Rapids, MI to Detroit, MI (223.17km)
4. Indianapolis, IN to Fort Wayne, IN (169.07km)
5. New Haven, CT to Boston, MA with Providence, RI as a stop (206.21km)

Section IV - Financing the lines

1. In total, 3664.04 km of high speed railway infrastructure will be built or 2277 miles which means that the expected cost price of these lines (10 million/each mile) is 22,77 billion dollars, which as stated in the last Lincoln budget balance is something the region can afford

2. In total, 921.06 of medium speed railway infrastructure will be built or 573 miles which means that the expected cost price of these lines (5 million/each mile) will be 2,865 billion dollars.

3. The construction of the proposed railway system would in total be 25.635 billion dollars, which will be paid from the Lincoln treasury chest.

ADDENDUM. Given the routes likely wouldn't be straight lines and would have to avoid existing infrastructure and buildings, i would suggest to round the estimate of the cost to 40 billion dollars instead if the act is passed.

Section V - Environmental & Human Concerns

1. The exact lines and spatial planning of those lines will be determined by a team of environmentalists, urban planning specialists, engineers and sociologists.

2. People losing their properties because of construction of those lines will be reimbursed and those properties or sections of properties will be bought.

Section VI - Future Expansion

1. Additional construction of new lines on Lincoln territory will be decided in separate acts if that is the wish of the Lincoln General Court.

2. Connection of existing lines with other regional networks by interregional lines will be decided by the federal government with approval of the regions or by both regions theirselves

3. Connection of existing lines with foreign countries are a federal authority and will be decided by the federal government, which in this case likely only applies to connecting Lincoln with Canada.

Section VII - Transparency

Section VIII - Effective Date
Construction of the high speed railway system will start immediately after this act passes and after the other procedures are followed. The railway system is expected to be finished in 2030.

Lincoln already has a high speed rail network. Many of the routes in this bill seem to overlap with the pre-existing ones — namely, Line 1 is identical to Route 1, and Line 2 is similar to a combination of Routes 3 and 4.

However, I would be willing to support Lines 3 and 4, as described in this legislation, as there are no lines that currently overlap with them.

However, I would be willing to support Lines 3 and 4, as described in this legislation, as there are no lines that currently overlap with them.

I didn't know of that, lines 3 and 4 would be about 1800 km, so basically would mean a decrease of 10 billion in budget.
