To promote large scale vaccine distribution in Lincoln.

Section 1. Title

This legislation may be cited as the Siren's Covid-19 Vaccine Promotion and Distribution Act.

Section 2. Targeted Advertising Campaigns to Promote Vaccination
1. ## shall be allocated for targeted public advertising campaigns to encourage residents of Lincoln to get vaccinated for covid-19, with the goal being to maximize support for vaccination among targeted groups and also the general population.
2. These campaigns will be highlighted by a selection of medical doctors, first responders, scientists, community leaders, religious figures, and cultural role models that target groups considered most likely to listen to the message of each figure.
3. Targeted campaigns will make use of television, social media, other internet, and print mediums, such as newspapers and magazines.

Section 3. Vaccine Distribution Priorities
1. The first phase of vaccine distribution will include people who work in health care settings considered at high risk of exposure to infectious disease, residents and workers in long term care facilities, senior citizens above the age of 65, and first responders in high risk areas.
2. The second phase will include all health care workers, first responders, essential workers, and individuals from 16-64 with medical conditions considered high risk of severe complications by the Center for Disease Control.
3. The third phase will include the general population.

Section 4. Vaccine Distribution Infrastructure
1. ## shall be allocated for the purchase of orders of FDA approved vaccines for each phase of distribution and equipment designed specifically for those vaccines to be provided for approved distribution centers and storage facilities.
2. Healthcare workers at approved distribution centers must be trained to properly store and administer the vaccine to patients.
3. A central website will be designed and maintained for the purpose of streamlining registration and appointments for the covid-19 vaccine, as well as organizing distribution centers with servers built to withstand heavy traffic from across the region.

Section 5. Effectiveness
1. This act is effective immediately upon signing by the Governor.

No Need to Spread Disease Act

A act to encourage safe practices during the Covid-19 outbreak

1. Government Facilities
a) All persons inside a building owned by the Government of Lincoln must wear a face mask covering the nose and mouth
  a1)  Individuals who do not adhere to the requirements specified in this act may be fined up to $50 per infraction.
b) Hand sanitizer must be made readily available in all buildings owned by the Government of Lincoln
c) Government workers who are not required to work on site shall work from home.
d) The various departments and administrations of the Government of Lincoln shall be responsible for ensuring that all possible services are made available online.
2. Liabilities for Businesses
a) Customers and employees of retail stores must wear a face mask covering the nose and mouth while in the store.
  a1) Customers are not required to wear a mask for a pick up which does not require entry to the building.
  a2) Retail businesses who do not adhere to the requirements specified in this act may be fined no less than $250 and up to $750 per infraction.
  a3) Individuals who do not adhere to the requirements specified in this act may be fined up to $50 per infraction.
b) No business shall be required to serve customers which do not adhere to business policies regarding covid-19 protection.
c) It shall not be considered wrongful to terminate an employee who refuses to adhere to business policies regarding covid-19 protection.
3. School Safety
a) School districts in Lincoln may be permitted to open schools for face-to-face learning only if the district covid-19 positivity rate is under 3%, however districts may opt to remain closed, even if they meet this criteria.
  a1) Schools must be closed if the district positivity rate increases to above 3%.
b) All persons in a school in Lincoln must wear a face mask covering the nose and mouth except during designated meal times.
c) Hand sanitizer must be made readily available in all schools in Lincoln.
d) Public schools must make classes available online meeting all curriculum criteria.
  d1) Online classes shall be required in districts which do not meet the requirement for reopening and optional for all students in districts which do meet the criteria for reopening.
4. Lincolrail and Lincolnbus
a) Lincolnrail and Lincolnbus services shall be permitted only to operate at half capacity.
  a1) Passengers shall be seated such that they are not adjacent.
  a2) Passengers shall not be permitted to sit in seats facing towards other passengers.
b) All passengers and employees of Lincolnrail and Lincolnbus must wear a face mask covering the nose and mouth while on board.
c) Hand sanitizer shall be made readily available on Lincolnrail and Lincolnbus services.
5. State and Local Governments
a) This act shall not be construed as to prevent state and local governments within Lincoln from applying additional requirements as they see fit.
b) State and local governments in Lincoln are required to adopt the policies outlined in section 1.
6. Timing
a) This act shall take effect immediately upon passage.
b) This act shall expire March 20, 2021 July 20, 2021 unless extended by the council.

Minor Constitutional Reforms Omnibus Amendment


The Preamble of the Lincoln Constitution is amended as follows:

Quote

We, the people of the states of Connecticut, Illinois, Indiana, Maine, Massachusetts, Michigan, New Hampshire, New Jersey, New York, Ohio, Pennsylvania, Rhode Island and Providence Plantations, Wisconsin, and Vermont, acting in accordance with the great precept that all men and women are created equal, and for the purpose of preserving the blessings of liberty for ourselves and our posterity, do ordain and establish this Constitution for the Northern Region.


Article I of the Lincoln Constitution is amended as follows:

Quote

4. The Council shall have the power to determine its own methods of proceedings, to elect its Speaker and other officers, and to judge the qualifications of its members. No councilor shall serve simultaneously as Speaker and as Chancellor.

6. Every bill passed by the Council, before it becomes law, shall first be sent to the governor. If they approves of it,they should sign it and it will become law; but if they disapprove they may refer the bill to a general referendum. The Council may override the reference of the governor by three-fifths two-thirds vote of all elected MCs. If the governor fails to take any action on a bill within 120 hours of its passage, it shall become law. a) The governor may instead choose to return a redrafted version of the bill to the Council. The Council shall then vote by simple majority on whether or not to accept the redraft. Should the Council accept, then the redrafted version shall be enacted into law; however, should the Council reject the redraft, the original version shall again be presented to the governor, who must then choose either to sign the bill or send it to referendum.


15. Early elections for the Council may be called by the governor as long as the snap election does not occur less than a month two weeks before a regular election if they determines that no government can be formed, following the failure of a confidence vote at the beginning of a new parliamentary term or the failure of any councilor to produce a government as described in Section 6 of Article II or following a successful vote of non-confidence in the government and failure of the successive confidence vote to produce a government. In addition, the Governor may call a snap election at the request of the Chancellor, be it that the snap election does not occur less than a month two weeks before or after a regularly scheduled election.


Article 5 of the Lincoln Constitution is amended as follows:

5. Candidates for governor, Council and federal Senate must declare their candidacy in the appropriate thread at least 48 hours prior to the scheduled start of any regularly scheduled election and at least 24 hours prior to the scheduled start of any special election in order to appear on the ballot. Party identification of gubernatorial candidates may not be displayed anywhere on the ballot. Party identification for candidates for any other office may be displayed below their name.

High Speed Highways Act

An act to facilitate travel between population centers


1. For the purposes of this act, a High Speed Highway (HSH) shall be defined as any highway that has one or more lanes permitted to drive at speeds up to 90 miles per hour

2. Express lanes shall be built on the following highways to convert them to High Speed Highways

a. Interstate 95 from Foxborough, MA to Andalusia, PA

b. Interstate 80 from Elmwood Park, NJ to Gary, IN

c. Interstate 71 from Montgomery, OH to Strongsville, OH

d. Interstate 76 from King of Prussia, PA to Harmar Township, PA

3. All of the above highways shall have at least two lanes of express lanes at HSH standards, but may have as many as four in more urban areas

4. Local authorities may at any point choose to lower the speed limit, if it is required for safety reasons

5. Cost for this project shall be determined at a later date per estimates

6. Funding methods for this project shall be determined at a later date

7. This act will begin to be implemented two years after passage by the Council

AN ACT
to promote healthy sleep patterns among school-age children

Section 1 (Title)
i. The title of this act shall be, the "Harry S. Truman's School Day Restructuring Act."

Section 2 (Standard School Day)
i. Except as otherwise provided herein, all Lincoln public schools shall observe the Standard School Day (SSD).
ii. The SSD shall begin at 9 am and end at 4 pm local time.

Section 3 (Elementary Adjusted Standard School Day)
i. All Lincoln public elementary schools shall observe the Elementary Adjusted Standard School Day (EASSD).
ii. The EASSD shall begin at 9:30 am and end at 4:30 pm local time.

Section 4 (Application for special exemption)
i. School districts may apply to the Chancellor for a special exemption to deviate from the SSD or EASSD, stating the particular local concerns which necessitate this deviation; but no district shall begin the school day before 9 am local time.

Section 5 (Before and after care)
i. All Lincoln public schools must offer before care from 7:30 am to the commencement of the school day, and after care from the end of the school day until 6:30 pm.
ii. Districts may charge tuition for attendance to before and after care; however, no student whose parents' and step-parents' combined annual income is less than 150% the local cost of living shall be charged tuition.

Section 6 (Implementation)
i. This act shall take effect with the 2021-22 academic year.
