A paradox which refers to the idea that moving an item from one set to another raises the average of both.

What are some county switches which would have that effect in 2016? A good example is that moving Alexander County, IL to Kentucky makes both states more Democratic.

Moving Escambia County, Florida, to Alabama makes both states bluer, although then Alabama would have the unfortunate problem of having two Escambia Counties. Since they border one another, they could perhaps be merged.

Moving Orange and/or Caledonia County from Vermont to New Hampshire makes both more Democratic. Moving Hartford County from Connecticut to Massachusetts makes both more Republican.

This is because Alexander County IL is Trump+14, bluer than KY, which is Trump+26, but redder than IL, which is Biden+17.

Moving any North Dakota county on the Minnesota border except for Pembina and Walsh to Minnesota makes both states more Republican.
