I would say that neither are quite right.  I used to say that I was fluent in Spanish, albeit fluent with an accent that would never pass for a native speaker.  But, now, I use it so infrequently that something like B2 would probably be most accurate due to rust.  I did travel to Argentina in the spring of 2019 and felt like I was fluent again once I was there and had "warmed up".  I used it again when volunteering at the Salvation Army Christmas Angel Tree in December 2019 because I was the only volunteer who could speak it (and about half of the line was Spanish-speaking).  Now, it's been 13 months since I have spoken Spanish to another person with remotely the same ability to speak it, so I'm sure it's not as good as it once was.

tack50 is obviously >C2 in Spanish, quite obviously C2 in English, and if I recall correctly his third language was German but he's now rusty about it, so I would give him an A2 there.

Probably also a passive A2 on Portuguese and Italian, which I assume are pretty easy to read for a native Spanish speaker, but he may just have never tried.
